With 429/433 delegates voting in favor, the National Assembly passed the Resolution on the Socio-Economic Development Plan for 2026.

Continuing the working program of the 10th Session of the 15th National Assembly, on the morning of November 13, on behalf of the Government, Deputy Prime Minister Le Thanh Long presented the Report on receiving and explaining opinions of National Assembly deputies discussing in Groups and Halls on the draft Resolution of the National Assembly on the Socio-Economic Development Plan for 2026.

The National Assembly then voted to pass the Resolution on the Socio-Economic Development Plan for 2026.

As a result, 433 delegates participated (91.35%); 429 delegates approved (90.51%); 4 delegates did not vote (0.84%).

With 429/433 delegates voting in favor, the National Assembly passed the Resolution on the Socio-Economic Development Plan for 2026.

National Assembly Chairman Tran Thanh Man (right) chaired and Vice Chairman Nguyen Duc Hai directed the meeting on the morning of November 13 at the Hall.

Accordingly, 15 main targets for socio-economic development in 2026 include:

1. Strive for a growth rate of gross domestic product (GDP) of 10% or more.

2. GDP per capita reaches 5,400-5,500 US dollars (USD).

3. The proportion of processing and manufacturing industry in GDP reaches about 24.96%.

4. The average consumer price index (CPI) growth rate is about 4.5%.

5. Average social labor productivity growth rate is about 8.5%.

6. The proportion of agricultural labor in the total social labor force is about 25.3%.

7. The rate of workers with degrees and certificates is about 29.5%.

8. The unemployment rate among urban age groups is below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by 1-1.5 percentage points.

10. The number of doctors per 10,000 people is about 15.3 doctors.

11. Number of hospital beds per 10,000 people reached 34.7 hospital beds.

12. Health insurance participation rate reached 95.5%.

13. The rate of communes meeting new rural standards (according to the National Criteria for new rural areas at all levels for the period 2026-2030) reaches at least 15%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 95%.

Regarding the main tasks and solutions, the National Assembly basically approved the tasks and solutions submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and the recommendations of the National Assembly agencies. At the same time, it requested the Government and relevant agencies to well perform the following main tasks and solutions:

1. Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

2. Focus on perfecting the synchronization of institutions and laws , strongly innovating thinking, promoting strategic breakthroughs, improving the effectiveness of law enforcement organization; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment; tightening discipline and order, further promoting the work of preventing and combating corruption, waste and negativity.

3. Continue to focus on perfecting regulations on the organization of the state administrative apparatus , perfecting the management and operation apparatus to serve development.

4. Establish a new growth model with science and technology, innovation, and digital transformation as the main driving force, promoting economic restructuring, accelerating industrialization and modernization.

5. Focus on investment in construction , ensuring the progress of synchronous, modern, smart, and nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, and energy infrastructure; promote the development of inter-regional projects and large urban infrastructure, digital transformation infrastructure; adjust planning to suit the new context.

6. Promote the development of modern, high-quality human resources in priority, emerging, high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation and digital transformation.

7. Invest in developing cultural industries, achieving social progress and equity, improving people's material and spiritual life and health.

8. Effectively manage and use resources ; proactively respond to climate change and prevent and combat natural disasters; protect the environment, limit pollution; harmoniously resolve the relationship between economic development and environmental protection, and achieve sustainable development goals.

9. Strengthening and enhancing national defense , ensuring national security, maintaining social order and safety, creating a peaceful and stable environment for national development and international integration. Promoting breakthroughs in the development of defense and security industries, autonomy, self-reliance, self-reliance, dual-use, and modernity.

10. Promote the synchronous, effective and comprehensive implementation of foreign affairs and international integration; promote economic diplomacy, focusing on technological diplomacy; promote multilateral diplomacy, proactively and actively participate in shaping, leading and building the rules of the game in global governance and solving common world problems.

11. Be more proactive in information and propaganda work, create motivation, inspiration, and encourage innovation; improve the effectiveness of mass mobilization work, and create social consensus.
