The National Assembly reviewed 64 contents in 37 working days at the 9th Session.

This afternoon, April 28, at the 44th Session, the National Assembly Standing Committee gave opinions on the preparation for the 9th Session of the 15th National Assembly under the chairmanship of National Assembly Chairman Tran Thanh Man .

Reporting at the meeting, Secretary General and Head of the National Assembly Office Le Quang Tung said that the total working time of the National Assembly is expected to be 37 days and some weekends will be arranged; opening on the morning of May 5, 2025, expected to close on the afternoon of June 28, 2025 and organized into 2 phases (Phase 1 from May 5-29 and Phase 2 from June 11-28, 2025).

At the 9th Session, the National Assembly will consider and decide on 64 contents and groups of contents (3 resolutions on constitutional work; 49 laws and resolutions on legislative work; 12 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country); at the same time, there are 8 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.

Regarding the proposed program, General Secretary Le Quang Tung said that 10 additional contents will be submitted to the National Assembly for consideration and approval at the 9th Session due to the direction of competent authorities, conclusions of the National Assembly Standing Committee when considering and giving opinions on each content or the Government has sent documents, which have been arranged in the program for the National Assembly Standing Committee to give opinions at this session.

These are: Penal Code (amended); Law amending and supplementing a number of articles of the Law on Credit Institutions; Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the public-private partnership model; Customs Law; Law on Export Tax and Import Tax; Investment Law; Law on Public Investment; Law on Management and Use of Public Assets; Law amending and supplementing a number of articles of the Law on Vietnamese Nationality; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; Resolution of the National Assembly on a number of specific mechanisms and policies for law-making and law enforcement; Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old; Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Election day for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. In addition, a number of Government reports are added.

According to the Secretary General of the National Assembly, there are 4 contents withdrawn from the meeting agenda: Draft Law on Organization of Criminal Investigation Agencies (amended); Draft Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts (this content is expected to be reflected in the content of amending and supplementing a number of articles of the Law on Investment under the form of public-private partnership); adjustment of the National Land Use Planning for the period 2021 - 2030, with a vision to 2050 (will be submitted to the National Assembly for consideration and decision after completing the merger and arrangement of administrative units); policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the State budget (the Standing Committee of the National Assembly has considered and found that this content is not under the authority of the National Assembly).

Commenting, National Assembly Chairman Tran Thanh Man noted the need to arrange the program content, as many contents must be decided before June 30. In addition to agreeing to withdraw the above 4 contents, Mr. Tran Thanh Man also agreed that the Draft Resolution on training in specific professional fields and occupations in the field of art has not been added yet, the Government can issue a decree to implement it, then study and amend related laws.

According to the schedule of the 9th Session, on the first working day (May 5), the National Assembly will discuss and vote to pass the Resolution on amending and supplementing a number of articles of the 2013 Constitution and the Resolution on establishing the Committee to draft amendments and supplement a number of articles of the 2013 Constitution.
