Working principles of the Steering Committee

Specifically, according to the Regulations in Decision No. 170/QD-BCDNNDL dated November 21, 2025, the State Steering Committee on Tourism (Steering Committee) operates according to the principle of democratic centralism, promoting the responsibility of the leader and promoting the collective intelligence of the members; ensuring the requirements of close coordination and unity in direction, operation and information exchange to resolve work according to the functions, tasks and powers of the member agencies as prescribed by law.

Members of the Steering Committee are responsible for fully participating in the activities of the Steering Committee; implementing and performing tasks assigned by the Steering Committee and being responsible to the Head of the Steering Committee for the implementation results; handling work in accordance with the authority, order and procedures prescribed by law and the provisions of this Regulation.

Pursuant to the functions, tasks, powers and members of the Steering Committee prescribed in Decision No. 1532/QD-TTg dated July 15, 2025 of the Prime Minister on the consolidation of the State Steering Committee on Tourism.

The Steering Committee works in forms such as organizing regular meetings, extraordinary meetings, conferences (in person or online), organizing working delegations at ministries, branches, and localities and giving opinions in writing.

Responsibilities of the Steering Committee

The Steering Committee is responsible for assisting the Prime Minister in directing the coordination of activities of relevant ministries, branches and localities in developing and organizing the implementation of national strategies, programs and plans on tourism development in each stage and period in accordance with the country's socio-economic development goals; Research and propose to the Prime Minister urgent solutions, mechanisms and flexible policies to serve tourism development.

At the same time, the Steering Committee assists the Prime Minister in resolving difficulties related to State policies and laws on tourism development that exceed the authority of ministries, branches and localities; directs, inspects and urges ministries, branches and localities in developing and implementing specific plans and programs on tourism development in accordance with the socio-economic development plans and programs of the whole country; and directs ministries, branches, localities and mass media agencies to carry out propaganda and dissemination of the State's guidelines, policies and laws on tourism development...
