The retail price of electricity for domestic use applies to households that have a direct electricity purchase contract with the electricity supplier. At each electricity usage location, each household is subject to a specific monthly electricity consumption quota.

For residential electricity buyers with households sharing a single meter (the number of permanent or temporary residents is determined based on household residency information at the electricity usage location), the electricity price applied to these households is based on a common consumption rate for the electricity buyer, calculated by multiplying the consumption rate of each tier by the number of households sharing the single meter.

Electricity buyers using electricity for domestic purposes in collective housing for officials, civil servants, employees, and workers of enterprises, except for cases stipulated in Clause 4 of this Article; housing for religious practitioners; housing for coaches and athletes of sports training centers and sports arenas; and dormitories for students and trainees shall apply as follows:

- If the number of people can be declared, then every four people (determined based on residential information at the electricity usage location) will be counted as one household for the purpose of applying the residential electricity retail price;

- If the number of people cannot be declared, the retail price of electricity for residential use at tier 2 (101 - 200 kWh) will be applied to the entire electricity consumption measured at the meter.

For electricity purchases intended for residential use in collective housing for the armed forces, if a separate electricity meter is available, the retail price for residential electricity at tier 2 (101-200 kWh) will be applied to the entire electricity consumption measured at the meter; if there is no separate electricity meter, the electricity price according to the purpose of electricity use as stated in the electricity purchase and sale contract will be applied.

The following regulations apply to electricity purchased by tenants for residential purposes:

- At each rental property address, the electricity supplier will only enter into a single electricity purchase and sale contract.

Landlords are responsible for providing information about the tenant's residence at the location where electricity is used.

- For households renting: The landlord directly enters into an electricity purchase contract or authorizes the renting household to enter into an electricity purchase contract (with a commitment to pay the electricity bill), each renting household is allocated a separate electricity quota;

- For cases where the tenant is a student or worker renting a house (the tenant is not a household):

- In cases where the tenant has a lease agreement of 12 months or more and has registered temporary or permanent residence (determined based on residential information at the electricity usage location), the landlord directly concludes the electricity purchase and sale contract or the tenant's representative concludes the electricity purchase and sale contract (with a commitment from the landlord to pay the electricity bill);

- In cases where the rental period is less than 12 months and the landlord cannot fully declare the number of electricity users, the retail price of electricity for residential use at tier 2 (101 - 200 kWh) will be applied to the entire electricity consumption measured at the meter;

- If the homeowner can fully declare the number of people using electricity, the electricity supplier is responsible for allocating a consumption quota to the homeowner based on the residential information at the electricity usage location; every 4 people are counted as one household for the purpose of calculating the consumption quota for applying the retail price of electricity for domestic use, specifically: 1 person is counted as 1/4 of the quota, 2 people as 1/2 of the quota, 3 people as 3/4 of the quota, and 4 people as 1 full quota.

When there is a change in the number of tenants, the landlord is responsible for notifying the electricity supplier so that the electricity consumption limit can be adjusted.

- In cases where the tenant does not enter into a direct contract with the electricity supplier, the total electricity charges collected by the landlord from the tenant must not exceed the amount shown on the monthly electricity bill issued by the electricity retailer.

- The electricity seller is allowed to request the electricity buyer to provide information about their residence at the electricity usage location as a basis for determining the number of people to be included in the consumption quota when calculating the electricity bill.

Customers who purchase electricity through their own transformers for residential use will be charged the retail residential electricity price.

In the event of force majeure requiring the electricity supplier to shift the time of electricity meter reading, the electricity consumption for each tier will be adjusted according to the actual number of days in that meter reading period.

If the date of electricity meter reading does not coincide with the electricity price adjustment date, the calculation of electricity bills for household consumption will be done as follows:

- In cases where data is available from the remote metering system, the electricity seller shall use the data from the remote metering system on the price adjustment date to determine the actual electricity output for each period of application of the old and new prices.

The price tiers for household electricity are calculated separately for each pricing period, based on the actual number of days in that period.

The electricity supplier is responsible for notifying customers of the electricity meter readings on the price adjustment date in the electricity bill for the period in which the price adjustment date was issued.

- In cases where data is unavailable from the remote metering system, the electricity supplier will apply an interpolation method based on the following parameters: the actual amount of electricity consumed by the customer during the meter reading period; the actual number of days of electricity usage (number of days between two meter reading periods, number of days applying the old price, number of days applying the new price); and the electricity usage level for each tier calculated based on the actual number of days between two meter reading periods.

If the electricity buyer incorrectly declares the number of households or people using electricity, resulting in a higher electricity consumption quota for domestic use than actually required, the electricity seller has the right to demand compensation and impose penalties for breach of contract in accordance with relevant laws or the terms agreed upon in the electricity purchase and sale contract.

If the electricity seller provides the electricity consumer with a consumption quota lower than the prescribed limit, the electricity consumer has the right to demand compensation and penalties for breach of contract in accordance with relevant laws or the terms agreed upon in the electricity purchase and sale contract.

In cases of new electricity connections for residential purposes, changes in the electricity purchase and sale contract, termination of the electricity purchase and sale contract, or changes to the scheduled electricity meter reading date based on agreement with the electricity user, the electricity consumption level for each tier will be adjusted according to the actual number of days in that meter reading period.
