Scope of regulation and applicable subjects
Circular No. 21/2025/TT-BQP regulating the classification, direction, and technical expertise support; technical catalog; quality assessment of medical examination and treatment facilities; registration for medical examination and treatment health insurance and patient transfer between medical examination and treatment facilities under the Ministry of National Defense.
The subjects of application are specified in Article 2 of this Circular, including:
1. Medical examination and treatment facilities under the Ministry of National Defense.
2. Officers, professional soldiers, non-commissioned officers, soldiers on active duty; military students, and cryptography students receiving living expenses are Vietnamese and foreigners.
3. People working in cryptography receive salaries similar to those of soldiers working at the Government Cipher Department; cryptography students receive living expenses from the state budget according to the same regime and policies as military students.
4. Cadets who have been training as reserve officers for 3 months or more and have not participated in social insurance or health insurance; workers and defense officials serving in the Army when going for medical examination and treatment.
5. Relatives of the subjects specified in Clauses 2, 3 and 4 of this Article, except for relatives of military students, cryptography students receiving living expenses who are foreigners and students training as reserve officers for 3 months or more.
Regulations on registration for medical examination and treatment under health insurance
Article 11 of Circular No. 21/2025/TT-BQP stipulates this content. Specifically as follows:
1. Principles of registration for medical examination and treatment
a) In accordance with the system of medical examination and treatment facilities under the Ministry of National Defense;
b) Health insurance participants specified in Clause 2, Clause 3 and Clause 4, Article 2 of this Circular, depending on the subject, are eligible to register for initial health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense and medical facilities. other medical examination and treatment as prescribed by the Minister of Health;
c) Initial registration for health insurance examination and treatment at medical examination and treatment facilities ensures convenience in the location of the military unit and the place of residence of the health insurance participant; ensures the management of military numbers and decentralization of health management tasks;
d) The unit's medical staff is responsible for advising the unit's head on initial registration for medical examination and treatment under health insurance, ensuring compliance with the principles.
2. Register for initial health insurance examination and treatment
a) Health insurance participants of all subjects are allowed to choose one of the medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular at the initial medical examination and treatment level to register for initial health insurance medical examination and treatment;
b) Non-commissioned officers, soldiers, and cryptography students who receive living allowances are allowed to register for initial health insurance examination and treatment at medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular when the location of the military unit and the medical examination and treatment facility are located in the same district, town, city of the province or in a border area and have the approval (in writing) of the commander of the unit at the regimental level or equivalent or higher;
c) Officers at the rank of lieutenant colonel or with an equivalent salary or lower are eligible to register for initial health insurance examination and treatment at basic health care facilities; in case of registration for initial health insurance examination and treatment at the specialized level, they must have the approval (in writing) of the commander of the unit at the regimental level or equivalent or higher, in accordance with the location of the unit or the place of residence of the health insurance participant;
d) Officers with the rank of lieutenant colonel or equivalent salary or higher are eligible to register for initial health insurance examination and treatment at basic and specialized medical examination and treatment facilities appropriate to the location of the military unit or the place of residence of the health insurance participant;
d) Subjects subject to health management and protection according to Instruction No. 52-HD/BTCTW dated December 2, 2005 of The Central Party Organizing Committee on adjusting and supplementing the subjects of medical examination and treatment at a number of central medical facilities that are registered for initial medical examination and treatment under health insurance at basic and specialized medical examination and treatment facilities in accordance with the locality of the agency, unit where the health insurance participant works or resides and other regulations of the Ministry of Health;
e) Retired military personnel who register for initial health insurance examination and treatment at medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular shall comply with Point c and Point d, Clause 2 of this Article in accordance with their military rank or equivalent salary at the time of retirement and the place of residence of the health insurance participant;
g) Officers, professional soldiers, non-commissioned officers, soldiers on active duty; foreign military students who register for initial health insurance examination and treatment at medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular shall be entitled to health insurance examination and treatment at medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular upon presenting their health insurance cards and letters of introduction from units at regimental level and equivalent or higher, and shall enjoy health insurance examination and treatment benefits as at the place of initial health insurance examination and treatment registration;
h) Subjects specified in Clause 5, Article 2 of this Circular are allowed to register for initial health insurance examination and treatment at medical examination and treatment facilities specified in Clause 1, Article 2 of this Circular near their place of residence and in accordance with the capacity of the medical examination and treatment facility.
3. Change of original registration place
a) Health insurance participants are allowed to change the place of initial health insurance medical examination and treatment registration within the first 15 days of each quarter;
b) The social insurance agency shall change the place of initial health insurance examination and treatment registration of the health insurance participant on the paper health insurance card or on the health insurance card database.
Circular No. 21/2025/TT-BQP takes effect from May 29, 2025 and replaces Circular No. 46/2016/TT-BQP dated April 1, 2016 of the Ministry of Defense. The Minister of National Defense prescribes technical expertise for medical examination and treatment for subjects under the management of the Ministry of National Defense.
