Decree 166/2024 of the Government expands 2 more categories of motor vehicles subject to regulations on age of use.


According to the Vietnam Register, Decree 166/2024 of the Government regulating the conditions for business of motor vehicle inspection services; organization and operation of inspection facilities; the life span of motor vehicles and Circular 53/2024 of the Ministry of Transport regulating the classification of road vehicles, have expanded two more categories of motor vehicles subject to regulations on life span. These are four-wheeled motor vehicles and money transport vehicles.

From 2025, cash transport vehicles will be classified as specialized trucks, therefore, according to Decree 166/2024, the life span of this type of vehicle is 25 years from the year of manufacture (illustrative photo).

Accordingly, cargo vehicles (trucks) and specialized cargo vehicles (specialized trucks) have a life span of 25 years from the year of manufacture.

Types of cargo vehicles include: trucks, dump trucks, single cabin pickup trucks, double cabin pickup trucks, VAN trucks, covered trucks, closed box trucks, refrigerated trucks, insulated trucks, driving practice trucks, etc.

Specialized cargo trucks include: tanker trucks, car trucks, garbage trucks, mud trucks, money trucks, live seafood trucks, mobile sales trucks, concrete mixers and transporters, etc.

For passenger cars with a permitted capacity of 9 or more people, excluding the driver (for example: passenger cars, sleeper buses, city buses, city buses with connecting carriages, 2-storey city buses, 1-storey (2-storey) city buses without roof, BRT cars, driving practice buses, etc.), preschool children's cars, school buses, four-wheeled cargo vehicles with engines have a life span of 20 years from the year of manufacture.

For four-wheeled motor vehicles, Decree 166/2024 stipulates a 15-year term from the year of manufacture.

In addition, the Decree also supplements and amends the regulations on determining the year of manufacture to suit the actual implementation. Specifically, the year of manufacture of the vehicle is determined based on information about the year of manufacture in one of the following documents in order of priority:

Certificate of technical safety and environmental protection quality of imported motor vehicles for imported vehicles; factory quality inspection certificate for domestically manufactured and assembled vehicles;

Manufacturer's year of manufacture information attached to the vehicle;

Lookup results from the manufacturer or documentation provided by the manufacturer.

Notably, according to the provisions of Decree 166/2024, vehicles without the above documents, records, and facilities will be considered expired.

Vehicles that have expired their service life are not allowed to be on the road, as they no longer meet the technical safety and environmental protection requirements of motor vehicles. Drivers and vehicle owners who deliberately use expired vehicles will be punished according to the law.

Decree 168/2024, effective from January 1, 2025, stipulates: Vehicles will be confiscated for drivers whose vehicles have expired their usage period, and a fine of VND 4-6 million will be imposed on drivers who do not have a certificate or stamp of technical safety and environmental protection inspection or have one but it has expired for 1 month or more (including trailers and semi-trailers).
