New regulations on land border gate management

On June 16, 2023, the Government issued Decree No. 34/2023/ND-CP amending and supplementing a number of articles of Decree No. 112/2014/ND-CP dated November 21, 2014 of the Government regulating the management of land border gates.

Including regulations on types of border gates; border openings; customs clearance routes, specialized roads for transporting goods at international border gates, main border gates (bilateral border gates) in Article 4 as follows:

- Type of border gate

+ International border gates are open for Vietnamese and foreign people and vehicles to exit and enter the country; for export and import of goods and items;

+ Main border gates (bilateral border gates) are opened for people and vehicles from Vietnam and neighboring countries to exit and enter; goods and items to be exported and imported;

+ Secondary border gates (local border gates) are opened for people and vehicles from Vietnam and neighboring countries in the border province where there is an exit and entry border gate; for export and import goods and items.

- Border openings (border market crossings, border market pairs; border goods clearance points; temporary crossings) are opened for border residents on both sides, vehicles, goods, and items of border residents on both sides, and vehicles and goods of traders to cross according to the provisions of Decree No. 14/2018/ND-CP dated January 23, 2018 of the Government detailing border trade activities; or are opened in cases of force majeure or special requests of the two border sides.

- Customs clearance routes and dedicated routes for transporting goods at international border gates and main border gates (bilateral border gates) are opened for export and import of goods and items or for other border crossings according to agreements between the Government of the Socialist Republic of Vietnam and neighboring countries sharing the same border gates.

- Types of border gates; border openings; customs clearance routes, specialized routes for transporting goods and subjects exiting, entering, exporting and importing through each type of border gate; border openings; customs clearance routes, specialized routes for transporting goods (according to the above regulations) are implemented on each land border line of Vietnam - China, Vietnam - Laos, Vietnam - Cambodia according to the provisions of treaties and agreements between Vietnam and neighboring countries./.
