On May 27, Vietnam Social Security issued Decision No. 1674/QD-BHXH on the process of receiving records and resolving sickness, maternity, and health recovery benefits on the Vietnam Social Security Public Service Portal.
Applicable subjects include: Regional Social Insurance Agency and district-level social insurance; organizations and individuals requesting to receive the above benefits.
The process of receiving documents and resolving sickness, maternity, and health recovery benefits on the Vietnam Social Security Public Service Portal includes 2 steps as follows.
Step 1: Receive electronic documents
The Reception and Result Delivery Department of the district/regional social insurance agency receives Form No. 14B-HSB and Form No. 01D-HSB declared or submitted by individuals and organizations on the Vietnam Social Security Public Service Portal; checks the validity and completeness of the information; transfers it to the Social Insurance Regime Department/Office of the district/regional social insurance agency on the Reception and File Management software.
In case the dossier is invalid, lacks information or the information compared does not match the data being managed, within no more than 1 working day, create Form No. 03/TB-GDĐT (stipulated in Decision No. 838/QD-BHXH dated May 29, 2017 of the General Director of Vietnam Social Security promulgating the electronic transaction process in the field of social insurance, health insurance, and unemployment insurance) and send it to the email address of the organization or individual to know and complete the dossier.
Step 2. Resolve benefits
Social Insurance Regime Department/Office of district/regional social insurance agency performs:
- Compare information from Forms No. 14B-HSB and Form No. 01D-HSB sent by individuals and organizations on the software for Receiving and Managing Records with information related to the settlement of benefits for each sickness and maternity regime in the Interconnected Electronic Data and Social Insurance Payment Process Data of each employee under management; determine the conditions for enjoying and the level of benefits for sickness, maternity, convalescence and health recovery; prepare Forms No. C70a-HD, C70b-HD and D03-TS for leaders to approve and electronically sign.
- Transfer forms on policy review software (TCS):
Transfer Forms C70a-HD, C70b-HD to the Finance - Accounting Department/Planning - Finance Department for payment according to regulations.
Transfer Form No. D03-TS to the Collection Management Department/Collection Management and Participant Development Department to issue health insurance cards to eligible individuals.
Transfer Forms C70a-HD and C70b-HD to the Reception and Result Delivery Department to store records, return results to organizations and individuals, and update the settlement results into the document and result warehouse on the National Public Service Portal.
The time limit for processing and paying benefits is a maximum of 6 working days for organizations; a maximum of 3 working days for individuals - from the date of receiving complete documents as prescribed.
In organizing the implementation, Vietnam Social Security assigns the regional Social Security to be responsible for advising the People's Committees of provinces and centrally-run cities to direct departments and branches to coordinate with social security agencies to deploy this process. Thereby, meeting the goals and tasks in Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister approving the List of priority online public service groups to restructure processes, integrate, and provide on the National Public Service Portal in 2024 and Decision No. 69/QD-TTg of the Prime Minister on electronic connection of medical examination and treatment data, population data, and civil status data to resolve sickness, maternity, and health recovery benefits.
The document clearly assigns responsibilities to each unit and individual in managing and using software access accounts and organizing the implementation of steps according to the process, ensuring: timely and full payment to beneficiaries; preventing abuse and profiteering of the Sickness and Maternity Fund; promptly reflecting on problems arising in the implementation process of Vietnam Social Security (through the Social Insurance Policy Implementation Board).
The document also stipulates the responsibilities of units under Vietnam Social Security.
The Social Insurance Policy Implementation Board shall preside over and coordinate with relevant units to direct, guide, and organize the implementation of this process; promptly propose solutions to problems in the implementation organization.
The Center for Information Technology and Digital Transformation promptly adjusted and supplemented functions on the Vietnam Social Security Public Service Portal and professional software to meet the implementation of this process; proposed solutions to problems in the implementation process.
The Vietnam Social Security Office shall preside over and coordinate with relevant units to submit to competent authorities to issue online public services to implement this process.
Decision No. 1674/QD-BHXH takes effect from July 1, 2025.
According to statistics from the Vietnam Social Security, from 1995 to the end of 2024, the agency's system has handled more than 172 million people receiving social insurance benefits and other related benefits. Of which, in 2024, there were about 8.8 million people receiving sick leave, maternity leave, and health recovery benefits, an 8-fold increase compared to 2000 (1.1 million).
The Social Insurance Law 2024, which will take effect from July 1, 2025, also increases short-term benefits such as sickness and maternity, while perfecting the entire social insurance system in a multi-layered, flexible and inclusive manner.
Specifically, regarding maternity benefits, the Law supplements the conditions for female workers giving birth. Accordingly, female workers only need to pay compulsory social insurance for at least 6 months in the 24 consecutive months before giving birth.
The law also amends the regulations on maternity leave in cases of death after childbirth. Employees are covered by the social insurance fund for health insurance during maternity leave of 14 working days or more per month.
The law also adds maternity benefits to the voluntary social insurance policy. This is considered one of the new steps to ensure the rights of participants.
Accordingly, voluntary social insurance participants who meet the prescribed conditions will receive maternity benefits of VND 2 million for each newborn child guaranteed by the state budget, and employees do not have to pay more than current regulations.
Female workers who are ethnic minorities, or female workers who are Kinh people whose husbands are ethnic minorities and are from poor households, when giving birth, in addition to the prescribed maternity regime, are still entitled to other support policies from the Government .
Along with that, supplement the right to enjoy sickness and maternity benefits for non-professional workers at the commune level instead of only enjoying two benefits: retirement and death as in the current Law.
