Site clearance is one of the most important tasks that determines the progress of project implementation. Realizing that, Thanh Hoa City has been focusing on directing the site clearance work for projects using land in the area.

According to the plan assigned by the Provincial People's Committee, in 2024, Thanh Hoa City needs to carry out site clearance for projects with an area of ​​85.79 hectares. Along with that, the city also develops a site clearance plan for other projects, with an area of ​​29.87 hectares. Determining that site clearance must come first to "pave the way", right from the first days and months of 2024, the city has focused on leading and directing the synchronous and drastic implementation of solutions to remove "bottlenecks" in site clearance work. Accordingly, the city has developed and issued a site clearance plan for 2024 and assigned specific tasks to relevant departments, professional offices, wards and communes. At the same time, review and arrange projects that need to focus on site clearance in order of priority and develop a detailed implementation plan. On the other hand, organize the signing of a commitment between the Chairman of the City's Site Clearance Compensation Council and each investor on site clearance progress; Allocate funding to promptly implement payment, compensation, and resettlement arrangements for households whose land is recovered. In particular, the city directs specialized departments and offices to coordinate with relevant wards and communes to focus on removing difficulties and obstacles in determining the land origin of each household affected by the projects. Every month, the city also holds meetings with units and localities to grasp the progress of implementation, in order to promptly direct the resolution and removal of difficulties and obstacles arising in the land acquisition and clearance work of the projects.

With the determination in direction and appropriate solutions, the work of land acquisition and compensation for projects in the city in the first quarter of 2024 has shown positive signs. Specifically, the city has taken steps according to the provisions of the law on land acquisition and compensation, and land acquisition and compensation for 16 projects. In particular, it issued decisions to acquire agricultural land and residential land of 589 households and 9 organizations, with an area of ​​28.32 hectares; approved compensation plans, and supported resettled households with about 101 billion VND. By the end of the first quarter, the total area of ​​compensation paid for land acquisition and compensation for projects in the area was 17.31 hectares, reaching 20.18% of the plan assigned by the Provincial People's Committee.

In 2024, Thanh Hoa City has identified it as a year of acceleration and breakthrough to reach the goals and tasks of the 2020-2025 term, associated with the "Year of Government Mass Mobilization 2024", to complete the task of land acquisition for projects in the area. In the coming time, Thanh Hoa City will step up propaganda and mobilization work for organizations, households and individuals to comply with the State's decisions on land acquisition to implement projects. At the same time, it will direct departments, offices, wards and communes to publicly announce the regimes and policies of the Central Government and the province on compensation and support for resettlement when the State acquires land so that people know and supervise the implementation. The city also focuses on resolving difficulties in determining the origin of land use and land records. In addition to resolutely enforcing the implementation of land acquisition tasks for subjects who deliberately delay, resist, and refuse to move when the State acquires land, Thanh Hoa City requires investors and units to: The project manager prioritizes capital allocation for site clearance work, preventing the situation where contractors advance contracts but do not have a site for construction, causing waste and loss of State investment capital. In particular, the city strengthens leadership and direction to accelerate the site clearance progress of land-use projects, ensuring that by June 30, 2024, 60% or more of the site clearance rate according to the plan assigned by the Provincial People's Committee in 2024 is achieved; review and develop a plan to arrange resettlement land funds to serve the city's projects in the period of 2024-2030. Thanh Hoa City is determined to complete the site clearance work of the Northeast Industrial Cluster to soon hand over to the investor to carry out technical infrastructure investment.
