By the end of August 2025, the whole province had 45,286 people participating in voluntary social insurance, an increase of more than 13,300 people compared to the same period in 2024, reaching 95.12% of the plan assigned by Vietnam Social Security. This result is a clear demonstration of the efforts of the entire provincial Social Security sector in policy communication, close coordination with collection service organizations, and making good use of support policies from the Central and local levels.
In the first 8 months of 2025, the provincial Social Insurance coordinated to organize 96 propaganda conferences, attracting more than 8,700 people to participate; posted 393 news, articles, and reports on mass media; released 9,000 media publications and deployed thousands of media content on the Internet and social networks. Communication work was not only deployed synchronously, but also strongly innovated in form and content, helping people access policies in a more intuitive, understandable and practical way.
Ms. Luu Thi Huyen (57 years old), a small trader at Ha Khau market (Viet Hung ward), shared: “When I first heard about voluntary social insurance, I did not clearly envision the specific benefits. But after being directly consulted by social insurance officers, I found this to be a very humane policy. In particular, the new regulation shortening the payment period from 20 years to 15 years is a very favorable point for the elderly like me. When I get old and no longer have the ability to work, having a pension to stabilize my life is very valuable.”
Currently, the province has over 700 social insurance and health insurance collection staff working at 3 collection service organizations: Provincial Post Office, PVI Quang Ninh Insurance Company and HP An Nhien Company Limited. In particular, HP An Nhien Company Limited is one of the units actively coordinating with the provincial Social Insurance to organize propaganda sessions and mobilize people to participate. Ms. Nguyen Thi Loan, Director of HP An Nhien Company Limited, said: On average, the company develops about 500 people to participate in voluntary social insurance each month. This is the result of clearly recognizing the role of social insurance for people, especially freelance workers, farmers, small traders; groups of people with unstable income and no safety net.
In addition to communication efforts, the support policies of the province and the Central Government are important driving forces to encourage people to participate in voluntary social insurance. Over the past years, the Provincial Party Committee, People's Council and People's Committee have issued many specific mechanisms, notably Resolution No. 02/2022/NQ-HDND stipulating the policy of supporting social insurance contributions for voluntary social insurance participants in the period 2023-2027. Accordingly, the province supports 30% of the contribution level for poor and near-poor households and 20% for other subjects.
In particular, from July 1, 2025, the Law on Social Insurance (amended) 2024 officially took effect, which stipulates an increase in the level of support from the central budget for voluntary social insurance participants. In particular, poor households are supported from 30% to 50%; near-poor households from 25% to 40%; ethnic minorities and people in island communes and special zones from 10% to 30% and 50%; other subjects from 10% to 20%.
When combining the support levels from the Central and the province according to Resolution 02, voluntary social insurance participants will be supported up to 80% (poor households), 70% (near-poor households, island commune/special zone residents), 50% (ethnic minorities) and 40% (other subjects). With this support level, participating in voluntary social insurance at the lowest level, people in poor households only have to pay 66,000 VND/month (out of a total of 330,000 VND), while people in other groups only have to pay 198,000 VND/month, a number suitable for the payment capacity of many freelance workers, farmers, and small traders.
In addition, from July 1, 2025, voluntary social insurance participants will also have their rights extended to maternity benefits, in addition to the two current benefits of retirement and death. Along with that, shortening the social insurance payment period from 20 years to 15 years has created more motivation for many middle-aged and elderly people to participate, a new breakthrough in the current voluntary social insurance policy.
Quang Ninh is gradually realizing the goal of building a comprehensive social security system. Not only stopping at impressive figures on social insurance and health insurance coverage rates, but also through practical support policies, close to the needs and actual conditions of the people.
