Launching book on innovation of Party leadership method for People's Public Security

On the occasion of the 94th anniversary of the Party's founding (February 3, 1930 - February 3, 2024), on the afternoon of February 2, the Central Public Security Party Committee and the Ministry of Public Security coordinated with the National Political Publishing House Truth to organize a ceremony to introduce the book "Innovation in the Party's leadership method for the People's Public Security to meet the requirements of building a truly clean, strong, disciplined, elite, and modern People's Public Security force". The book was edited by General, Professor, Dr. To Lam, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security.

The ceremony was chaired by comrades: General, Prof. Dr. To Lam, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security; Senior Lieutenant General Tran Quoc To, Party Central Committee member, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security; Assoc. Prof. Dr. Vu Trong Lam, Party Committee Secretary, Director - Editor-in-Chief of the National Political Publishing House Truth.

Attending the ceremony were Party and State leaders; representatives of central departments, ministries and branches; leaders of the Ministry of Public Security and the National Political Publishing House Truth.

The book launch ceremony was held directly in Hanoi and online at the police headquarters of provinces and centrally run cities.

Thoroughly grasping the Resolution of the 13th National Party Congress, practically implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force to meet the requirements and tasks in the new situation and Resolution No. 28-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period, General, Professor, Dr. To Lam directed the compilation of the book "Innovation of the Party's leadership methods over the People's Public Security to meet the requirements of building a truly clean, strong, disciplined, elite, modern People's Public Security force". The book was published by the National Political Publishing House Truth.

The book's content comprehensively and deeply addresses the Party's leadership method for the People's Public Security; analyzes basic concepts, evaluates achievements and limitations, lessons learned, forecasts influencing factors, clearly indicates viewpoints, goals, tasks and solutions to innovate the Party's leadership method for the People's Public Security.

The book is a valuable document to help officers and soldiers of the People's Public Security to study, thoroughly grasp, correctly perceive their tasks and take positive actions, contributing to the successful implementation of the Resolution of the 13th National Party Congress. The book also shows the sentiments, responsibilities and expectations of the head of the People's Public Security force for further improving the quality and effectiveness of Party building and building the People's Public Security force, so that the People's Public Security force will increasingly mature, become stronger, and be closely attached to the people and the country, be the "sharp sword", "solid shield" of the regime, and be worthy of being an important and especially trustworthy armed force of the Party, the State and the people.

On this occasion, Prof. Dr. Hoang Chi Bao, former member of the Central Theoretical Council, senior expert of the Ho Chi Minh National Academy of Politics, summarized the content and analyzed the core values of the book. Dr. Nguyen Duc Ha, former Head of the Department of Party Basics, Central Organization Committee, discussed the urgency of publishing and disseminating the book.

Speaking at the ceremony, General, Professor, Dr. To Lam, on behalf of the Central Public Security Party Committee and the Ministry of Public Security, respectfully thanked the departments, ministries, branches, and the National Political Publishing House for their cooperation and assistance in completing the manuscript and reviewing the book; and thanked Professor, Dr. Hoang Chi Bao and Dr. Nguyen Duc Ha for helping the Central Public Security Party Committee and the Ministry of Public Security introduce the book's content to the delegates.

General, Professor, Dr. To Lam also affirmed that the book "Innovation of the Party's leadership method for the People's Public Security to meet the requirements of building a truly clean, strong, disciplined, elite, and modern People's Public Security force" conveys the sentiments and expectations of the head of the People's Public Security force to further improve the quality and effectiveness of Party building and building the People's Public Security force, promote the glorious heroic tradition, successfully carry out the cause of protecting national security, ensuring social order and safety, worthy of being a "sharp sword", "solid shield" to protect the Fatherland, protect the Party, the State and the people, contributing to building a prosperous and happy country as in the spirit of the article by General Secretary Nguyen Phu Trong "Proud and confident under the glorious flag of the Party, determined to build an increasingly rich, civilized, cultured and heroic Vietnam".

Along with important publications such as "New points on national security in the documents of the 13th National Party Congress"; "Strengthening Party building work in the People's Public Security according to the Resolution of the 13th National Party Congress", the book consistently affirms the viewpoints and guidelines of the Central Public Security Party Committee and the Ministry of Public Security, that is: Party building work and building the People's Public Security force are key, top tasks, of decisive significance to the successful implementation of the cause of protecting national security and ensuring social order and safety.

At the ceremony, General, Professor, Dr. To Lam requested the Public Security of units and localities to deeply perceive and ensure the absolute and direct leadership in all aspects of the Party, the unified management of the State, and the supervision of the people over all activities of the People's Public Security force; continue to promote the synchronous and effective implementation of the work of Party building and rectification, resolutely prevent and repel corruption, negativity, and degradation in political ideology, ethics, and lifestyle; carry out self-criticism and criticism, "self-examination", "self-correction", and "self-identification" in the work of protecting internal politics and the work of managing cadres; strengthen innovation in content and methods and improve the quality and effectiveness of political and ideological education; study and follow the thought, ethics, and lifestyle of Ho Chi Minh and the Six Teachings of Uncle Ho to the People's Public Security; always deeply imbued with the advice of General Secretary Nguyen Phu Trong: Every officer and soldier of the People's Public Security must have "a warm heart, a cool head, steady feet, clean hands and know how to respect honor", because "Honor is the most sacred and noble thing".

The police of units and localities need to attach great importance to the lesson of "taking the people as the root", the people are the center, the subject, the source of strength in the cause of building and defending the Fatherland; "respecting the people, being close to the people, trusting the people, understanding the people, speaking so that the people understand, making the people trust", "when the people need, when the people are in difficulty, there is the police", being "friends of the people", contributing to the successful implementation of the motto "the Party's will blends with the people's heart", building a people's security foundation, a people's security posture associated with a solid posture of people's hearts, determined to build a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation.

At the book introduction ceremony, leaders of the Ministry of Public Security and the National Political Publishing House presented the book "Innovation in the Party's leadership method for the People's Public Security to meet the requirements of building a truly clean, strong, disciplined, elite, and modern People's Public Security force" to Central delegates and several units in the Ministry of Public Security.

On this occasion, the Ministry of Public Security awarded Prof. Dr. Hoang Chi Bao; Associate Prof. Dr. Nguyen Viet Thong, General Secretary of the Central Theoretical Council, the "Protecting Homeland Security" Commemorative Medal; and presented Certificates of Merit to 4 individuals of the Arts Department, Vietnam Television for their achievements in organizing and producing the program "Flowers pinned on the shield in 2023"./.
