BHG - On the morning of April 22, at the Provincial Party Committee Hall, the Provincial Party Committee's Organizing Committee held a conference to deploy the Provincial Party Committee's Plan on reviewing and supplementing the planning of leadership and management positions in 2024. Comrades: Nguyen Minh Tien, member of the Provincial Party Committee, Head of the Provincial Party Committee's Organizing Committee; Phan Anh Hung, Deputy Head of the Provincial Party Committee's Organizing Committee; Nguyen Cao Cuong, Director of the Department of Home Affairs chaired the conference. Attending the conference were leaders of provincial departments, branches and sectors; Secretaries and Heads of the Organizing Committees of District and City Party Committees; Heads of the Department of Home Affairs of districts and cities.

The conference thoroughly grasped Plan 563, dated April 12, 2024 of the Provincial Party Committee on reviewing and supplementing the planning of leadership and management positions for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms. This is an important basis for all levels and sectors to proactively source leadership and management staff, ensuring a strategic vision in personnel work; overcoming the shortage in the team of leaders and managers; ensuring inheritance, development and continuous, steady transition between generations of staff; maintaining internal stability and solidarity; implementing training and fostering plans, building a team of staff equal to the task.

Discussing at the conference, delegates pointed out difficulties and obstacles in reviewing and planning the positions of leaders and managers in the State, Party, and mass organizations, and planning cadres under the management of the Provincial Party Committee. The discussion focused on the following groups of issues: Equivalent positions in planning; open planning; commune-level cadre planning process; planning of Party cell secretaries... On that basis, leaders of relevant agencies discussed, guided, and answered the issues that delegates were interested in in order to unify the tasks, methods, and procedures for implementing cadre planning.

Concluding the conference, Head of the Provincial Party Committee's Organization Committee Nguyen Minh Tien emphasized: "Cadres are the root of all work", therefore, all levels and sectors must pay special attention to the work of cadre planning in order to promptly detect sources of cadres with qualities, capacity, prestige, and development prospects to train, foster, and create sources of leaders and managers at all levels. Party committees, grassroots party organizations, agencies, and units need to issue plans and implement the review and supplement of the planning of leadership and management positions in 2024 to ensure progress. The review of planning must be carried out carefully, thoroughly, publicly, transparently, and with quality as the main focus. The work of cadre planning must be flexible, not rigid, not closed to introducing the planning within the agency or unit, it is necessary to expand and introduce into the planning cadres working in other agencies and units if they meet the standards and conditions of the planned position...
