On May 29, the Provincial People's Committee issued Official Dispatch No. 5580/UBND-KTTH on reviewing, arranging, relocating, and handling headquarters, public assets, and reviewing projects, works, and headquarters under construction or approved for investment policies that are affected by the arrangement, streamlining of the apparatus, and reorganization of administrative units.

Accordingly, the Provincial People's Committee requests departments, branches, sectors, unions and People's Committees of districts, towns and cities (hereinafter referred to as agencies, organizations and units) to review, arrange, allocate and handle headquarters and public assets, ensure effective use and exploitation, avoid waste and review projects, works and headquarters under construction or approved investment policies that are affected by the arrangement and streamlining of the apparatus and arrangement of administrative units; considering this an important task of the entire political system, having a great impact on the effectiveness of the arrangement and streamlining of the apparatus and arrangement of administrative units.

In particular, agencies and units need to strictly implement the instructions of the Ministry of Finance and the Provincial People's Committee in handling finance, state budget, and arranging public assets.

For the surplus headquarters and public service facilities after arrangement and reorganization, the forms of asset handling shall be implemented in accordance with the provisions of law on management and use of public assets; priority shall be given to converting functions to medical andeducational facilities, and using them for local public purposes (libraries, parks, cultural and sports institutions, etc.); repossession shall be given to organizations with the function of managing and operating houses for management and exploitation (management to serve the long-term goals of the State; preservation and protection of assets; temporary arrangement for agencies and units; leasing of houses attached to land; etc.), and assignment of land fund development organizations to manage, develop and exploit them in accordance with the provisions of law.

At the same time, protect, preserve, hand over, receive, and organize asset handling for surplus assets after arrangement to avoid deterioration, loss, and waste of assets.

The Provincial People's Committee assigned the Department of Finance to take the lead in coordinating the development of a specific plan, ensuring funding for the protection, handover and receipt of assets. The Department of Construction, the Department of Natural Resources and Environment and the Provincial Land Fund Development Center were assigned the responsibility of coordinating planning, completing land procedures, receiving and handling assets in accordance with regulations.

In addition, the Provincial People's Committee requests agencies, organizations and units to synthesize and review projects, works and headquarters under construction or approved investment policies that are affected by the restructuring and streamlining of the apparatus; on that basis, study and propose solutions for each project (continue to implement or adjust the project to suit the purpose of use) to ensure savings, avoid loss and waste; promptly report in case of difficulties and problems beyond their authority...
