Advertisements for buying, selling and mortgaging social insurance books are rampant on social networks.

On May 6, Vietnam Social Security said that recently the agency has received information reflecting on a number of cases of workers and associations and groups advertising the purchase and mortgage of social security books on websites and Facebook.

A representative of Vietnam Social Security said: "The Social Security Agency has continuously issued many warnings to workers to be vigilant, avoid abetting the above-mentioned acts and coordinate with relevant agencies to promptly detect and handle them.

However, taking advantage of the situation where many workers lost their jobs after the Covid-19 pandemic, the buying and selling and mortgaging of social insurance books by these subjects continued to recur in sophisticated forms through associations and groups on social networks.

Faced with the situation of some subjects collecting, buying and mortgaging social insurance books of employees for illegal profit, through a preliminary review on the social network Facebook and using the Google search engine with the keyword "mortgaging, liquidating social insurance books", the Social Insurance Agency said it had discovered a number of associations and groups buying and mortgaging social insurance books; buying social insurance books; buying and selling social insurance books at high prices.

On May 5, the Communications Center (Vietnam Social Security) sent a dispatch to the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) requesting this unit to intervene and support in strictly handling the above activities on the internet environment.

In order to contribute to preventing this situation, Vietnam Social Security requires provincial Social Security agencies to continue to strengthen control to detect signs of profiteering from the collection and sale of social security books. When receiving applications for one-time social security benefits from employees, it is necessary to control and compare data on the system with information on the books and applications, ensure that the beneficiary's information is consistent, and check the legality of the authorization letter or authorization contract.

In addition, check and compare to ensure eligibility for one-time social insurance settlement, personal documents of the recipient of one-time social insurance settlement results in accordance with current regulations; ensure to return documents and pay correctly to employees or legally authorized persons...

According to current law, social insurance books are issued and kept by each employee to monitor the payment and enjoyment of social insurance regimes associated with each employee's personal status and are the basis for resolving social insurance and unemployment insurance regimes.

In particular, when qualified, workers will enjoy retirement benefits and be granted health insurance cards for social security and health care when they retire. Therefore, the buying and selling of social insurance books in any form is an act of illegal profiteering and will be strictly handled.

Vietnam Social Security continues to warn people and workers to be more vigilant so as not to be lured, incited and participate in buying and selling, mortgaging social insurance books to ensure their legitimate social security rights; at the same time, promptly detect and proactively report violations related to the police for handling according to regulations.
