There will be criteria to determine Vietnamese origin soon

VTV.vn - The Ministry of Industry and Trade has just sent an official dispatch to ministries and branches to seek opinions on the draft Decree regulating criteria for determining goods of Vietnamese origin when circulating domestically.

Accordingly, goods will be considered to have Vietnamese origin if they are produced entirely from domestic materials, or use imported materials but are processed and finished in Vietnam, fundamentally changing their properties.

Depending on the production, processing, and manufacturing process, organizations and individuals can choose and use one of the phrases to show Vietnamese origin, such as: "Made in Vietnam", "Manufactured in Vietnam", "Country of manufacture: Vietnam", "Origin: Vietnam", "Made by: Vietnam"... according to the principle of voluntary, self-declaration.

Enterprises that have labeled must take responsibility and have the obligation to prove it when requested by authorities.

In recent years, the phenomenon of commercial fraud through labeling the origin of goods produced in Vietnam has been increasing.

Many products and goods manufactured in Vietnam are of good quality and have a foothold in the domestic market. Due to this fact, there are cases where goods are manufactured, imported from abroad or ordered to be processed abroad but labeled as “Made in Vietnam” to commit commercial fraud and deceive buyers and consumers.

In addition, domestic consumers themselves have no basis to distinguish what is "Made in Vietnam" goods.

Fraudulent labeling of products made in Vietnam not only has direct consequences on specific products and affects consumers, but also has a significant impact on domestic industries, reducing the reputation and competitiveness of products made in Vietnam.

Regulations on criteria for determining Vietnamese origin for domestically circulated goods, once completed, will help limit conflicts between producers and consumers; at the same time, competent authorities will have a basis for adjudication.

The Ministry of Industry and Trade affirmed that the issuance of the Decree creates a more transparent business environment, better management tools and better guarantees for consumer rights. This also helps to improve the production capacity of enterprises, strengthen management capacity and responsibility to protect brands and trademarks clearly, publicly and responsibly of enterprises.
