(NLDO) - To have land to build schools, many localities in Ho Chi Minh City have proposed that the city liquidate and merge small-scale educational facilities, substandard locations, and those that are incapable of development to have funds to invest in building new classrooms that meet the correct standards.

The above opinion was raised by many delegates, representing a number of districts in Ho Chi Minh City at the Conference on Preparations for Ensuring Facilities for the 2022-2025 Period, Ensuring Progress in Implementing the Target of 300 Classrooms/10,000 School-age Population (from 3 to 18 years old) by 2025. The conference was organized by the Ho Chi Minh City People's Committee at the Ho Chi Minh City Department of Education and Training with representatives from departments, branches, Thu Duc City People's Committee and districts.

Reporting at the conference, Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that in the 2022-2023 school year and the following years, localities will ensure school places for children in the city.

However, implementing the general education textbook program in 2018, the goal of 100% of students studying 2 sessions/day is facing many difficulties, the greatest pressure is concentrated at the primary and secondary school levels, this rate has not been achieved, specifically: primary school level reached 80.66%, secondary school level reached 76.03%. "Currently, many districts and counties have many primary schools with a class size of over 45 students/class, which has somewhat limited management and teaching quality. Conditions for playgrounds, practice grounds, and libraries are all shrinking, affecting the classes being studied. The increase in the number of students mentioned above leads to an increase in the number of cadres, teachers, employees and an increase in the payroll, which will increase the city's budget expenditures" - Mr. Nam said.

Also according to Mr. Le Hoai Nam, regarding the progress of implementing the target of 300 classrooms/10,000 school-age population (from 3 to 18 years old) by 2025, as of December 2022, the target has reached 294 classrooms. Specifically, as of December 2022, the target of 300 classrooms/10,000 school-age population has reached 294 classrooms. Of which, 12 districts and Thu Duc City have reached the target of 300 classrooms/10,000 school-age population.

Districts that have not met the target include: District 4 (286), District 8 (292), District 12 (235), Binh Thanh District (297), Go Vap District (205), Tan Binh District (288), Tan Phu District (255), Binh Tan District (288), Binh Chanh District (260), Hoc Mon District (211). Regarding the plan to achieve the target of 300 classrooms/10,000 people by 2025, 3 districts have not yet met the target including: District 4 (289), District 12 (240), Go Vap District (220).

Many ideas were put forward at the conference to solve difficulties in building classrooms.

According to the assessment of the Department of Education and Training of the City, the rate of achieving the target of 300 classrooms/10,000 people is uneven among education levels, with low achievement at primary and secondary schools, concentrated in Thu Duc City (the old Thu Duc district area) and some districts such as: 12, Go Vap, Tan Binh, Tan Phu, Binh Tan, Binh Chanh, Hoc Mon. Meanwhile, with the scale of the City's education and training sector, by 2025, Ho Chi Minh City will need 56,512 classrooms, compared to the current number of classrooms in 2022 of 47,623. Thus, by 2025, Ho Chi Minh City will need to add 8,889 classrooms at all levels, from preschool to high school.

In particular, the report on "clean" land foreducation in the 2023-2025 period, divided by district and Thu Duc City, shows that Ho Chi Minh City has 7 localities that no longer have "clean" land available for investment in education. These are districts: 5, 8, Phu Nhuan, Tan Binh, Hoc Mon, Can Gio and Thu Duc City. According to the Department of Education and Training of Ho Chi Minh City, as of the end of December 2022, Ho Chi Minh City has 117 education projects that are slow to be implemented due to many reasons, such as compensation for site clearance, unapproved plans, unallocated capital, unprepared documents, unacquisition of land, project adjustment... Of which, the most are primary schools with 49 projects, followed by preschools with 36 projects.

At the conference, many opinions and proposals from districts showed that it is necessary to simultaneously implement many solutions, otherwise the target of building classrooms will remain vague and difficult to achieve. Many opinions from localities have proposed that Ho Chi Minh City organize the liquidation and merger of small-scale educational facilities, isolated locations that do not meet industry standards and are also not capable of granting and developing to have funds to invest in building new classrooms to ensure proper standards. For investment projects, apartment buildings that attract a large population to live, there should be regulations on the level of contribution or land allocation for education and other public works...
