According to information from the Department of Industry and Trade of Lang Son province, starting from August 1, means of transporting goods through customs clearance routes and specialized roads at the Huu Nghi - Huu Nghi Quan international border gate pair, including: specialized roads for transporting goods in the area of landmarks 1119-1120 (Huu Nghi - Huu Nghi Quan), specialized roads for transporting goods in the area of landmarks 1088/2-1089 (Tan Thanh - Po Chai); customs clearance routes in the area of landmarks 1104-1105 (Coc Nam - Lung Nghiu) will comply with the provisions of international treaties, including: Road transport agreement between Vietnam and China, Protocol implementing the Road transport agreement between Vietnam and China, international practices and provisions of Vietnamese domestic law.
In early 2020, due to the complicated developments of the COVID-19 epidemic, Lang Son province agreed with Guangxi, China to implement a two-way freight forwarding method to improve the capacity of customs clearance for import and export of goods through Huu Nghi border gate.
Up to now, the time for implementing COVID-19 prevention and control has expired and the Road Transport Agreement between Vietnam and China and the Protocol implementing the Road Transport Agreement between Vietnam and China have not yet stipulated the above content. The two sides have agreed not to continue implementing this method of goods delivery.
Conditions on documents of means of transporting goods, means of transporting goods entering and exiting through customs clearance routes, specialized roads at the Huu Nghi - Huu Nghi Quan international border gate pair must have full valid documents according to the provisions in Point 2.2, Clause 2, Article 6 of the Protocol implementing the Road Transport Agreement between Vietnam and China signed on October 11, 2011 and Clause 6, Article 16 of Circular No. 37/2023/TT-BGTVT dated December 13, 2023 of the Minister of Transport regulating the management of road transport activities across the border.
Documents include: transport license; vehicle registration certificate; certificate of technical safety and environmental protection inspection; vehicle license plate; consignment note; customs declaration for goods; certificate of civil liability insurance for third parties; relevant documents at the border gate applicable to vehicles entering and exiting the country.
The Department of Industry and Trade of Lang Son province requests enterprises, traders, cargo owners, transport business units, drivers of export transport vehicles, units with trading needs through border gates in Lang Son province to proactively grasp the above policy; ensure to fully prepare valid documents according to regulations to facilitate the implementation of entry and exit, import and export procedures.
Units and cargo owners are required to comply with the inspection, supervision and guidance of functional forces at the border gate, and comply with the procedures for receiving and delivering import and export goods through customs clearance routes and specialized cargo transportation routes at the Huu Nghi - Huu Nghi Quan border gate pair.
Lang Son requested the Department of Industry and Trade of provinces and cities to coordinate information and widely propagate to businesses, traders, cargo owners, transport business units, drivers of export transport vehicles, and units with trading needs through border gates in Lang Son province to know and implement.
