Prime Minister Pham Minh Chinh proposed 3 focuses of ASEAN cooperation

At the meeting, ASEAN leaders agreed to adopt the document "ASEAN 2045: Our Common Future", including the ASEAN Community Vision 2045 and strategies on politics - security, economics, culture - society and connectivity, establishing a strategic foundation for ASEAN cooperation and integration in the coming decades.

Countries agreed that implementing the 2045 strategies does not stop at political statements, but requires specific action plans, with appropriate resources, effective implementation and monitoring mechanisms, and the participation of the whole society.

ASEAN leaders also agreed to admit Timor-Leste as the 11th member of ASEAN at the 47th ASEAN Summit in October 2025.

Speaking at the meeting, Prime Minister Pham Minh Chinh highly agreed to adopt the ASEAN 2045: Our Common Future document package.

In the coming time, the Prime Minister proposed three focuses of ASEAN cooperation. Accordingly, the Prime Minister proposed that ASEAN take inclusive development as the foundation, innovation as the driving force and sustainable development as the main goal.

The Prime Minister affirmed that it is necessary to make "sustainability" an important criterion to evaluate the effectiveness of implementing cooperation strategies until 2045, based on three pillars: green economy, inclusive society and smart governance.

At the same time, the Prime Minister called for increasing the mobilization of resources from both the public and private sectors to promote digital transformation, science and technology and innovation, thereby implementing regional initiatives and inspiring international partners.

Prime Minister Pham Minh Chinh emphasized that ASEAN needs to continue to play a connecting role, expand connections beyond the region, and diversify products, markets, and supply chains.

He highly appreciated new conference models such as ASEAN - Gulf Cooperation Council (GCC), ASEAN - GCC - China and proposed replicating this model with other potential partners such as the Southern Common Market and the Pacific Alliance.

The Prime Minister stressed that ASEAN needs to promote a strong collective voice, protect the principles of free, fair, and multilateral trade, and strongly support the early admission of Timor-Leste, helping to enhance ASEAN's self-reliance, inclusiveness, and sustainability.

Faced with increasing international challenges, Prime Minister Pham Minh Chinh suggested that ASEAN should strongly reaffirm its central role, not only in name but also through concrete actions. ASEAN must maintain strategic autonomy, promote intra-bloc consensus, and enhance its capacity to proactively respond to external fluctuations.

In particular, the Prime Minister proposed building an ASEAN Declaration on enhancing the effectiveness of cooperation in capturing wanted criminals, in order to more effectively deal with increasingly complex transnational crimes.

The Prime Minister pledged that Vietnam will continue to be a responsible member, actively working with ASEAN to build a community that is "more united, more resilient, more proactive, more inclusive and more sustainable".

Persistently dialogue, find solutions on tariff policy

Within the framework of the conference, Prime Minister Pham Minh Chinh and leaders of ASEAN countries and Timor-Leste attended a closed session to discuss international and regional issues.

The Prime Minister emphasized that ASEAN, consistently, needs to adhere to the path of dialogue instead of confrontation, cooperation instead of competition, solidarity instead of division, and self-reliance instead of dependence.

Sharing concerns about the impacts of tariff policy adjustments on countries, including ASEAN, Prime Minister Pham Minh Chinh emphasized that this is an opportunity for ASEAN to promote autonomy, self-reliance, and restructure trade relations.

ASEAN needs to prioritize strengthening internal strength and expanding cooperation space through increasing intra-bloc trade and investment, maximizing new growth drivers such as digital transformation, green transformation, promoting intra-bloc consumption, and connecting energy and transport to facilitate the flow of goods.

Prime Minister Pham Minh Chinh emphasized that ASEAN needs to remain calm, coordinate closely, share information and experience, and persistently engage in dialogue to find solutions.

The Prime Minister expressed his support for the early completion of economic and trade agreements within ASEAN; more effectively exploiting ASEAN's economic connectivity network, promoting the completion of FTAs with partners such as Canada and upgrading free trade agreements with China, India, etc. to diversify markets, products and supply chains.

Sharing concerns about the complicated situation in the East Sea, the Prime Minister once again emphasized that ASEAN needs to make more efforts to affirm its central role in the East Sea issue - an issue directly related to peace, security and stability in the region, and requested ASEAN to continue to maintain solidarity and a principled stance on the East Sea issue.
