Prime Minister Pham Minh Chinh concluded the National Online Conference on implementing the arrangement of administrative units at district and commune levels.
Attending the conference at the Government Headquarters bridge were Vice Chairman of the National Assembly Nguyen Khac Dinh; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of departments, ministries, branches, and central agencies. Attending the conference at 63 bridge points in provinces and cities were Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities.

Better service for businesses and people
At the Conference, delegates were introduced to the contents of Resolution No. 37-NQ/TW, Conclusion No. 48-KL/TW, Resolution No. 595/NQ-UBTVQH15, Resolution No. 35/2023/UBTVQH15, Resolution 117/NQ-CP on the arrangement of administrative units at district and commune levels; listened to instructions on the steps to arrange administrative units at district and commune levels; the review, implementation, adjustment and supplementation of planning; adjustment of administrative boundaries; financial and payroll management; identification of poor and particularly disadvantaged communes, mountainous and highland areas, etc.
In particular, sectors and localities shared valuable experiences and good lessons, pointed out difficulties and proposed solutions to overcome obstacles so that the reorganization of administrative units at district and commune levels could achieve the set goals; ensure the streamlining of the administrative apparatus, enhance the effectiveness and efficiency of state management, create convenience for people and businesses; ensure the smooth operation of the administrative apparatus; avoid disruption and waste of resources during the reorganization process.
Vice Chairman of the National Assembly Nguyen Khac Dinh said that over the past time, the work of rearranging administrative units has been implemented synchronously, with the participation of all levels and sectors, so there has been consensus and high efficiency. The Vice Chairman of the National Assembly also clarified and answered some of the difficulties and concerns raised by the delegates.

Concluding the Conference, Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units at district and commune levels is a task appropriate to the specific situation of each period. Through each arrangement, we gain more experience to do better, in order to concentrate resources, promote potentials and advantages, expand development space, strengthen regional connectivity; facilitate the promotion of land resources, natural conditions, human resources and attract investment, create new development momentum, promote growth and economic restructuring, and improve state management.
In addition, the arrangement of administrative units creates a more balanced and harmonious distribution of population and territory, limiting the situation of division and fragmentation, especially in the context of the Central Government promoting decentralization, delegation of power, and granting autonomy and self-responsibility to local governments.
In recent times, the reorganization of administrative units has contributed to streamlining the organization of the political system; restructuring and improving the quality and public service responsibilities of cadres, civil servants and public employees. After the reorganization, agencies and organizations in the political system at the district and commune levels have all been consolidated, improving the effectiveness and efficiency of state management; better serving businesses and people; no complaints occurred; security and order were ensured; contributing to improving the material and spiritual life of the people.
Based on the reality and opinions of the delegates, the Prime Minister frankly pointed out that the arrangement of administrative units at district and commune levels in the past still had some difficulties and problems such as: affecting the thoughts, feelings and work of some people; some guiding documents were not really timely, the content was not really complete and synchronous; the number of administrative units that did not meet the prescribed standards was still large; the arrangement and settlement of regimes and policies for redundant cadres and civil servants were not timely; the quality of urban areas in some administrative units formed after the arrangement was not guaranteed according to regulations; the arrangement and arrangement of redundant agency and unit headquarters and public assets in some localities were still entangled...
Analyzing lessons learned, the Prime Minister said that in the arrangement of administrative units, there needs to be synchronous, unified and interconnected direction and guidance from the Party, authorities at all levels and the participation of the entire political system; focusing on propaganda and mobilization work, creating high consensus in the process of implementing the arrangement; the arrangement must be carried out scientifically, objectively, publicly and transparently; best ensuring the legitimate rights and interests of the people, cadres, civil servants, public employees, workers affected by the arrangement and related entities.
According to the Prime Minister, the arrangement and settlement of regimes and policies for cadres and civil servants affected by the rearrangement must be timely, targeted to the right subjects, and in accordance with legal regulations; inspection and supervision work must be regular, ensuring timely removal and resolution of obstacles and difficulties during the implementation process; the rearrangement of administrative units must take into account specific factors, the goal of expanding space, creating development motivation, the ability to arrange redundant cadres, civil servants, and public employees, and the management of local authorities...

The head must directly direct the arrangement of administrative units.
The Prime Minister noted that the reorganization of administrative units at district and commune levels must be carried out in a short time, while resources are limited. Therefore, to do it well, the mindset must be clear, the determination high, the effort great, the actions must be drastic but must have a focus, key points, ensure compliance with regulations, publicity, transparency, not spread out; not be perfectionist, not hasty; ensure stability of the political system, material and spiritual life of the people during the reorganization process.
The Prime Minister outlined key tasks to continue to concretize the Resolution of the 13th National Party Congress, effectively implement the Resolutions and Conclusions of the Party Central Committee, the Politburo, the National Assembly, and the Government on the arrangement of administrative units at district and commune levels in the coming time.
In particular, all levels, sectors and localities must focus on doing a good job of propaganda, creating high unity of awareness and consensus in the entire political system and among the people; promoting the role and responsibility of the heads of local Party committees and authorities, having high political determination, making great efforts in leading, directing and organizing implementation, ensuring the set goals and requirements; ensuring the overall, synchronous, comprehensive nature, implementing with a roadmap, in each stage, each stage has a focus, key points, with appropriate, strict, cautious and effective methods; ensuring compliance with planning, meeting the requirements of sustainable development, ensuring effective promotion of State and social resources.
The Prime Minister also requested that the arrangement of administrative units at district and commune levels must be associated with innovation, the arrangement of the apparatus of the political system to be streamlined, operate effectively and efficiently, reduce staff, restructure and improve the quality of the staff, civil servants and public employees; modernize the administration, build digital government and digital society; must be based on standards on natural area, population size and criteria and conditions as prescribed by law; must also pay attention to carefully considering specific factors of history, tradition, culture, ethnicity, religion, beliefs, customs, practices, geographical and natural conditions, and residential communities.
The Prime Minister requested that the process of implementing administrative unit reorganization must completely resolve existing problems and limitations in the 2019-2021 period; implement reasonable policies and regimes for cadres, civil servants, public employees, workers and related people in administrative units after the reorganization; facilitate business operations; ensure national defense, security and social order and safety, and improve people's lives.
"The Government will establish a Steering Committee for the implementation of the arrangement of administrative units at district and commune levels, headed by Deputy Prime Minister Tran Luu Quang, to promote this work," said the Prime Minister.

The Head of the Government directed that after this Conference, Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Councils and Chairmen of People's Committees of provinces and centrally-run cities directly direct the organization and implementation of the arrangement of administrative units at district and commune levels for the period 2023-2030 with a resolute spirit, ensuring that each step is done with certainty, ensuring the order and procedures according to the provisions of law and respecting and listening to people's opinions, completing the goals, requirements and tasks assigned by the Party Central Committee, the Politburo, the National Assembly, the National Assembly Standing Committee and the Government.
"Ministries, ministerial-level agencies, and government agencies, based on the Government's Plan, must urgently implement tasks within their authority, especially immediately issuing documents guiding the implementation of administrative unit reorganization," the Prime Minister pointed out.
For localities, Prime Minister Pham Minh Chinh requested to continue to thoroughly grasp, disseminate and develop a Plan for administrative unit arrangement in accordance with reality; develop a Master Plan and Project for administrative unit arrangement, and promptly submit it to competent authorities for consideration; focus on doing a good job of mobilizing, creating consensus and high support; pay attention to the plan for arranging and reorganizing the contingent of cadres, civil servants, public employees and redundant workers; arrange and handle working offices and public assets; specific regimes and policies; ensure security, national defense, social order and safety and stabilize the lives of people in administrative units implementing the arrangement; have a plan to balance and prepare the budget and resources early, mobilize social resources to support and create conditions for administrative units implementing the arrangement in the area to soon stabilize their organization and operation.
“In the process of arranging administrative units, it is necessary to resolve, consolidate and promote the cultural identity of localities,” the Prime Minister emphasized.
The Prime Minister believes that with the high consensus on awareness and key tasks, the spirit and determination achieved at the Conference, the work of reorganizing administrative units at district and commune levels in the 2023-2030 period will achieve more comprehensive results; continue to affirm the spirit of innovation more strongly and drastically, towards building a truly streamlined political system, operating effectively and efficiently, serving the people.
