Arrange local military organizations to meet mission requirements in the new situation

At the Conference, delegates listened to a report on the content of the Project on organizing a "lean, compact, strong" local military to meet the requirements of tasks in the new situation. Accordingly, implementing the resolutions and conclusions of the Central Committee and the Politburo on continuing to arrange and streamline the apparatus of the political system, reorganizing administrative units at all levels and building a 2-level local government, the Central Military Commission Standing Committee and the Ministry of National Defense directed the development of the Project and held many meetings to give opinions to complete the Project and report to the Central Military Commission.

With the spirit of urgency, seriousness, science, caution, and certainty, the Central Military Commission Standing Committee and the Ministry of National Defense proactively orient and assign tasks to agencies and units to research and propose plans for local military organization when reducing provincial and commune-level administrative units and abolishing the district level. The research and proposal of plans must come from the practical tasks of protecting the Fatherland in the current situation; the strategic guidelines of the Party and State on military and national defense; inheriting the quintessence of military art, the historical tradition of building military forces, fighting and defending the country of the nation; the practical experiences of wars and conflicts in the world and in the region, especially the new developments in forms and methods of warfare in recent times.

After listening to the delegates discuss and give their opinions on the Project, General Secretary To Lam assessed that the Project meets the requirements of the tasks in the new situation, in line with the military and defense strategies and military and defense policies. The General Secretary stated that, in terms of viewpoints, the Project upholds the principle of the Party's absolute and direct leadership of the Vietnam People's Army in all aspects, with the Politburo and the Secretariat regularly and directly leading; inheriting the viewpoints and organization of the Vietnam People's Army as determined in the Party's resolutions and conclusions, ensuring that the Army is truly the core force firmly protecting the socialist Vietnamese Fatherland.

The General Secretary proposed that, based on the results of implementing the resolutions and conclusions of the Politburo, we continue to reorganize local military organizations and the Border Guards according to the Party and State's policies, ensuring "streamlining - compactness - strength", effectiveness and efficiency, reducing intermediate contacts, truly being the core in building and implementing the national defense policy, people's war and firmly protecting national sovereignty and border security. The adjustment process must be cautious, thorough, scientific, suitable to the characteristics, functions, tasks and organizational structure of the army; selectively inheriting the experience of organizing local military agencies and the provincial Border Guards through different periods and historical traditions, suitable to the functions and tasks, completing tasks well in peacetime, ready to expand forces and completing all tasks well.

In principle, the General Secretary requested to arrange according to the general policy of the Party and State; arrange the provincial military commands and provincial border guards according to the merged provinces. The adjustment process is comprehensive, synchronous, consistent with the national defense policy, people's war, national defense strategy, national border protection strategy; ensure unified command in building a solid, interconnected defense zone, maintain stability; after adjustment, ensure better completion of assigned functions and tasks.

Regarding the goal, the General Secretary emphasized that it is necessary to continue to organize the local military and the Border Guard in accordance with the system and the viewpoint of the all-people national defense and people's war policy; to build a truly revolutionary, disciplined, elite, modern local military and provincial Border Guard organization with a reasonable organizational structure, suitable to the requirements of the task of protecting the Fatherland in the new situation; to be the core force in building the all-people national defense posture associated with the people's security posture, building the potential of the inter-connected defense area, firmly protecting the socialist Fatherland of Vietnam.

On behalf of the Central Military Commission, the General Secretary assigned the Central Military Commission Standing Committee to absorb the conclusions of the Central Military Commission, direct the completion of the Project, submit it to the Politburo for consideration and decision; direct the development of a Resolution of the Central Military Commission to lead the implementation of the Project after it is approved by the Politburo. At the same time, the Central Military Commission Standing Committee directed research agencies to adjust and supplement the art of people's war, defense zone operations, and the system of training documents in accordance with the new organization and staffing; directed research agencies to propose, amend, and supplement the system of legal documents related to the military and defense fields; directed continued research on the organization of the Military Command of communes and wards in accordance with the scale of commune-level administrative units, local defense and military tasks, and current socio-economic development conditions./.
