After 2030, convert the function of Tien Sa wharf area into a tourist port.

The Minister of Construction has just signed a decision approving the Detailed Plan for the development of land and seaport areas in Da Nang city for the period 2021-2030, with a vision to 2050. Accordingly, after 2030, the function of Tien Sa port area will be gradually converted into a tourist port in accordance with the investment and exploitation process of Lien Chieu port area.

According to the Ministry of Construction , Da Nang seaport includes Tien Sa wharf area, Lien Chieu wharf area, Tho Quang wharf area, My Khe wharf area, Hoang Sa island district seaport area and anchorage areas, transshipment areas, storm shelter areas. In particular, the target by 2030 is to have cargo throughput of 23-29 million tons, container cargo from 1.33 million TEU to 1.71 million TEU, not including international transit container cargo.

Passengers from 532,300 to 597,000 passengers. Regarding infrastructure, there are 12 to 15 ports including 20 to 23 wharves with a total length of more than 4,220m to 5,745.3m (excluding other ports). Vision to 2050, continue to develop new ports to meet the demand for goods with an average growth rate of about 4.5%/year to 5.5%/year.

Regarding infrastructure, the completed investment in Lien Chieu port area has a scale of overall development orientation of 22 ports to meet the growing demand for goods, including: 8 liquid/gas ports; 8 container ports; 6 general cargo ports, bulk cargo, developing container cargo according to the planning period when there is a need. After 2030, the function of Tien Sa port area will be gradually converted into a tourist port in accordance with the investment process.

Regarding the planning of scope, function, and ship size at specific wharf areas: planning of port areas by 2030 for Tien Sa Wharf Area, cargo throughput from 11-11.2 million tons; passengers from 532,300 to 597,000 passengers.

Of which, there is 1 port with 8 wharves with a length of 1,837m, receiving container ships of 4,000 TEU, general cargo ships of up to 50,000 tons, passenger ships of up to 225,000 GT. After 2030, the function will be gradually converted into a tourist port in accordance with the investment and exploitation process of Lien Chieu port area.

For Lien Chieu port area, the cargo throughput is from 8.7 to 13.7 million tons; with 5 to 8 newly built ports (including 5 to 8 wharves) with a total length of 1,420m to 2,820m and 1 bulk cargo port with a length of 100m, 3 specialized buoy wharves relocated according to the investment process at Lien Chieu port area in the period of 2030, specifically container ports from 2 to 4 ports (including 2 to 4 wharves) with a total length of 750m to 1,650m, receiving ships with a capacity of up to 100,000 tons or larger when qualified. Of which, 2 starting ports meet the cargo throughput of 7.5 to 11.9 million tons; the remaining 2 ports develop in accordance with the needs of international container transit.

Liquid/gas cargo terminal serving LNG and LPG storage from 1 to 2 terminals (including 1 to 2 wharfs) with a total length of 250m to 750m, receiving ships with a capacity of up to 100,000 tons or larger when qualified. Liquid cargo terminal serving petroleum storage includes 2 terminals (2 to 3 wharfs) with a total length of 420m, replacing buoy terminals when relocated according to the investment progress at Lien Chieu port area. Notably, the specialized port of Vicem Hai Van Cement Joint Stock Company will be cleared along with the factory according to the planning of Da Nang city or according to the investment roadmap of Lien Chieu port area.

Regarding Tho Quang port area, the cargo throughput is from 2.8 to 3.5 million tons, with 5 ports, with a total length of 1,088.3m (not including other ports), specifically: Son Tra port includes 2 general and oil and gas service wharves with a total length of 300m, receiving ships with a capacity of up to 20,000 tons, meeting the demand for cargo throughput from 1.3 to 1.7 million tons. The specialized port of Da Nang petroleum product warehouse includes 1 specialized gasoline wharf with a length of 136m, receiving ships with a capacity of up to 5,000 tons, meeting the demand for cargo throughput from 0.6 to 0.66 million tons.

In addition, the specialized port of the Petroleum Company of Region V includes 1 specialized wharf for petroleum, LPG, and asphalt with a length of 193m, receiving ships with a capacity of up to 6,000 tons with reduced load. Hai Son Port (X50) includes 1 dry cargo and liquid cargo wharf with a total length of 253m, receiving ships with a capacity of up to 5,000 tons. Song Thu Shipyard Port includes 1 dry cargo wharf and serves ship building and repair with a length of 206m, receiving ships with a capacity of up to 3,000 tons and ships with an empty load of 7,000 tons.

Particularly for My Khe port area, cargo is from 0.5 million tons to 0.6 million tons, with 1 port (including 1 buoy wharf) receiving oil tankers with a capacity of up to 30,000 tons. At the same time, Hoang Sa island district port continues to research and develop ports serving socio-economic and defense-security when conditions permit.

Along with that, the anchorage area waiting, avoiding and sheltering from storms in Tho Quang is for ships with a capacity of up to 3,000 tons. The anchorage area waiting, avoiding and sheltering from storms in Da Nang Bay is for ships with a capacity of up to 100,000 tons or larger when qualified; it will be relocated and adjusted in accordance with the urban space development orientation according to the planning of Da Nang city.

According to the approval decision, the vision to 2050: continue to develop new ports to meet the demand for goods with an average growth rate of about 4.5%/year to 5.5%/year. Lien Chieu port area has a scale of overall development orientation of 22 ports to meet the demand for growing goods including 8 liquid/gas ports; 8 container ports; 6 general cargo ports, bulk cargo, developing container cargo according to the planning period when needed.

It is known that in terms of planning for maritime infrastructure development, the design standards for the Tien Sa port and Tho Quang port channels will be maintained. Planning for the shared infrastructure of Lien Chieu wharf area (including channels for ships with a capacity of up to 100,000 tons and larger when qualified, breakwaters) will be planned... At the same time, orienting the traffic infrastructure connecting roads, railways, inland waterways and coastal areas according to the approved planning...
