A 90-day emulation campaign will be launched to complete site clearance for the Lao Cai - Hanoi - Hai Phong railway project through Lao Cai province.

According to the report of the Department of Construction on compensation, support and resettlement for the Lao Cai - Hanoi - Hai Phong railway construction investment project, the total number of households needing resettlement arrangements to serve the project implementation is about 746, expected to be arranged in 19 areas, of which 10 areas have planning or need to adjust the planning, and 9 new planning points are proposed.

The Provincial People's Committee has agreed on a list of projects to build resettlement areas for the Lao Cai - Hanoi - Hai Phong railway and assigned localities to carry out investment preparation work, including 16 projects with a total estimated investment of more than 290 billion VND.

Up to now, the work of site clearance and construction of resettlement areas is being vigorously carried out by localities. Van Ban district plans to approve the resettlement project before May 31, 2025. Bao Yen district plans to select contractors and start construction before June 13, 2025, striving to complete the handover and put the project into use in December 2025. Bao Thang district plans to start construction of resettlement areas in June 2025. Lao Cai city plans to complete the resettlement areas before September 30, 2025.

Regarding the plan to relocate and arrange production facilities in industrial parks and industrial clusters, the Provincial People's Committee has approved the investment policy of 4 projects, approved the adjustment of investment policy of 2/4 projects, with the total adjusted investment of 4 projects of 995 billion VND and assigned the Lao Cai Provincial Construction Investment Project Management Board as the investor. Based on the plan to arrange land for production facilities, the investor is implementing 3 projects.

Representatives of the Railway Project Management Board held an online meeting at the Hanoi bridge point.

According to the Railway Project Management Board, up to now, the Board has completed the final plan to determine the centerline and boundaries for site clearance of the entire route in Lao Cai and will soon hand it over to the locality.

Comrade Hoang Quoc Bao, Secretary of Bao Yen District Party Committee, spoke at the meeting.

At the meeting, leaders of districts and cities where the project passes through pointed out a number of difficulties and obstacles in implementing site clearance work, and at the same time proposed contents related to compensation prices for production land, crops, and people's assets in some special areas, and calculated appropriate resettlement plans to create consensus among the people.

Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, directed that this is a national key project, no matter how difficult it is, it must be successfully implemented. The relevant departments proactively proposed and recommended contents related to shortening the process, procedures, and time for site clearance and resettlement.

Comrade Hoang Giang, Deputy Secretary of the Provincial Party Committee, emphasized that the implementation process has many advantages when the Prime Minister closely directed and central ministries and branches took drastic action. The sectors and localities need to take advantage of those advantages, proactively coordinate and speed up the site clearance progress.

Comrade Nguyen Thanh Sinh, Vice Chairman of the Provincial People's Committee, requested that resettlement work be done early, progress be assessed weekly, and difficulties and problems be promptly resolved in each group of contents.

Speaking at the meeting, the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and members of the Steering Committee emphasized that site clearance is one of the key steps in the project implementation process. Lessons learned from implementing key projects in the past have shown that in order to accelerate the site clearance progress, it is necessary to have the drastic and synchronous participation of the entire political system; promote propaganda and mobilization work, create consensus among the people; flexibly apply specific mechanisms, especially applicable to the project; boldly carry out the contents and work of preparing for site clearance, investment procedures for resettlement and re-production areas in the spirit of "running while queuing" to ensure no loss of state budget.

Affirming the important role of site clearance, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested members of the steering committee and support teams to participate with the highest spirit, for the common benefit. All levels and sectors should step up propaganda and create consensus among the people. Draw experience and promote lessons learned in site clearance for the 500kV power line project, the Sa Pa Airport resettlement project... to be flexible in applying mechanisms and policies on pricing, compensation, and calculating appropriate resettlement plans.

To mobilize the entire political system to participate and create a competitive atmosphere to complete the project site clearance soon, the Provincial Party Secretary and Chairman of the Provincial People's Committee directed the provincial advisory agencies to launch a 90-day competition to carry out the project site clearance. Give special rewards to exemplary collectives and individuals who comply with regulations and hand over the site early.

Improve inspection and supervision work, promote the role of people's representatives in site clearance work, and prevent abuse of policies, causing public outrage.
