Tighten quality and safety management in construction of local traffic projects

(Chinhphu.vn) - The Minister of Construction has just signed an official dispatch requesting the People's Committees of provinces and centrally-run cities, investors of transport infrastructure construction projects and project management boards under the Ministry to strengthen the work of ensuring quality, traffic safety, labor safety and environmental sanitation during the construction of transport infrastructure.

Not paying due attention to quality management

The dispatch clearly stated: The construction industry is simultaneously implementing many projects to build transport infrastructure nationwide. In addition to the achieved results, in some projects, the work of ensuring construction quality, labor safety, traffic safety, and environmental sanitation still exists and is limited, causing labor accidents and construction incidents such as: Dai Ninh bridge girder falling (Lam Dong province); Son Lang suspension bridge drifting (Binh Phuoc province); Binh Phong Thanh cable-stayed bridge collapse (Long An province); Cai Doi Vam bridge incident (Ca Mau province).

Especially the subsidence incident at the beginning of Hoa Binh bridge in Chau Thanh district, Tay Ninh province; the construction of the Noi Bai - Lao Cai highway surface in recent adverse weather conditions...

"The main reason is that some investors/project management boards, design consultants, supervisors, and construction contractors have not paid due attention to quality management, labor safety, traffic safety, and environmental sanitation. Some contents in project documents, surveys, and construction designs are still defective, leading to adjustments and supplements, prolonging construction time during implementation," the Ministry of Construction pointed out.

Strictly punish contractors who violate technical instructions

Determining that the quality of the project is always the most important factor, the Ministry of Construction requested the People's Committees of provinces and cities to direct their affiliated agencies to fully implement the rights, obligations and responsibilities of the investor, consolidate and perfect the apparatus and personnel. In particular, the project management unit at the site needs to arrange appropriate personnel, ensure no overlap, specifically define the authority, responsibility and obligations of each unit, and organize project management and operation to ensure consistency, continuity and high efficiency.

"The People's Committees of provinces and cities need to direct the tightening of discipline, closely manage all activities of organizations and individuals participating in project implementation throughout the project implementation process; further strengthen inspection and urge entities to implement measures to improve construction quality, ensure traffic safety, labor safety and environmental sanitation during the design and construction process in accordance with approved standards, norms and construction measures, comply with design documents, technical instructions of the project and regulations; promptly adjust and supplement when necessary and strictly handle organizations and individuals who violate the regulations," the dispatch stated.

The Ministry of Construction also requested localities to improve the quality of survey and design tasks, ensure adequate survey data on topography, geology, hydrology, material mines, and dumping sites in accordance with regulations, especially in areas with weak ground and areas with complex geological conditions; closely monitor survey implementation, approve survey results, control document quality, and accept before submitting for appraisal in accordance with regulations.

It is strictly forbidden to collude and collude to legalize procedural documents, falsify documents and work results, and increase volume; to take advantage of positions and powers to oppress, harass, and cause difficulties for units for personal gain; to impose designation of material mines, designation of origin, and sending contractors, subcontractors, and contractors to supply goods, supplies, and materials for the project.

Localities are also requested to strengthen the management of acceptance records, procedures, and legal documents during the construction process; Closely inspect and monitor the quality and origin of materials, supplies, equipment, and waste disposal to ensure compliance with the requirements of design documents and technical instructions; Closely control and monitor quality testing during the construction process.

To strengthen quality and safety management in project construction, the Ministry of Construction also requested localities to direct functional units to implement a series of other solutions such as: Regularly monitor and inspect the normal working status of works and projects; Require contractors to strictly implement construction warranty in accordance with signed contracts; Inspect and urge contractors to comply with the terms of signed contracts; Resolutely handle contractors who violate construction quality according to contract regulations.

For advisory agencies, investors, and affiliated project management boards, the Ministry of Construction requires tightening discipline, especially in quality management; strengthening inspection, monitoring, and urging of subjects from the preparation stage to the implementation stage and the project completion stage; promptly advising the Ministry's leaders to take measures to rectify, prevent, stop, and promptly handle existing problems, limiting impacts on construction quality.
