Perfecting the organization of the 3-level Procuracy

The announcement stated that on April 26, 2025, the Supreme People's Procuracy held a Conference to review the work of the first 6 months of 2025 of the People's Procuracy sector. Based on the report on work results and discussion opinions of delegates at the Conference, the Chief Justice of the Supreme People's Procuracy concluded and directed the Heads of units under the Supreme People's Procuracy, the Chief Justice of the Central Military Procuracy, and the Chief Justices of People's Procuracies at all levels to focus on performing well a number of key tasks.

First of all, resolutely carry out the task of reorganizing and streamlining the apparatus of the People's Procuracy at all levels. Specifically, continue to thoroughly grasp and deploy and implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee on reorganizing and streamlining the apparatus of the People's Procuracy and resolutions, directives, plans, and instructions of the Party Committee and leaders of the Supreme People's Procuracy on reorganizing the apparatus of the People's Procuracy at all levels.

In particular, focus on implementing Plan No. 81/KH-VKSTC, Plan No. 101/KH-VKSTC of the Supreme People's Procuracy on deploying key tasks in arranging and streamlining the apparatus of the People's Procuracy to ensure the correct roadmap, progress and requirements.

Proactively develop and implement Plan No. 47-KH/BCĐ dated April 14, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, ensuring consistency with the approved project; perfect the organization of the 3-level Procuracy apparatus, ensuring synchronization, streamlining, strength, efficiency, effectiveness, and efficiency, meeting the requirements of tasks in the new situation.

The selection and assignment of cadres, prosecutors, civil servants, especially heads of units in the process of reorganization and streamlining must be strict, follow the right procedures, right people, right jobs, on the basis of selecting people with outstanding abilities, reasonable structure according to principles and standards; ensure publicity, transparency, democracy, for the common interest; resolutely not allow personal and local manifestations; pay attention to resolving regimes, policies and doing ideological work, ensuring consensus, especially for those directly affected by the reorganization and streamlining of the apparatus.

Department 14 presides over and coordinates with relevant units to complete draft laws related to the organization of the People's Procuracy apparatus, pilot resolutions and projects approved by the Politburo, advise the leadership of the Supreme People's Procuracy to submit to the National Assembly for approval and provide training and implementation as soon as the laws and resolutions come into effect.

Organize the implementation of ending the activities of the High-level People's Procuracy, merging the Provincial-level People's Procuracy, and establishing the Regional People's Procuracy according to Plan No. 101/KH-VKSTC, ensuring smooth, effective, and efficient operations immediately, without interruption of work, and without missing any tasks.

The Chief Prosecutor of the High-level, Provincial-level and District-level People's Procuracy must directly direct the statistics, cataloging and handover of the unit's records and archives in accordance with regulations, avoiding loss, omission or omission of records, documents or work being processed.

Department 3 is assigned to preside over and coordinate with the People's Procuracy at all levels and relevant units to develop a plan and guide the strict inventory of public assets and funds before the merger; develop a plan to arrange, allocate, handle, and hand over assets, headquarters, working equipment, operating funds, etc. in accordance with the new model, in accordance with the provisions of law and instructions of competent authorities.

Well implement the tasks and targets of the National Assembly and the Industry

The announcement of the direction of the Chief Justice of the Supreme People's Procuracy also requires continuing to improve the quality and effectiveness of the practice of the right to prosecute and supervise judicial activities; and to well perform the tasks and targets of the National Assembly and the Industry.

Heads of units under the Supreme People's Procuracy and Chief Prosecutors of People's Procuracies at all levels shall direct the review of work results in the first 6 months of 2025, thoroughly overcome shortcomings and limitations of units and People's Procuracies at the level under their charge, and strive to achieve and exceed the targets of the National Assembly and the Industry in 2025.

At the same time, effectively implement two key breakthrough tasks: Department 9 and Department 10 implement solutions to improve the quality of protests and recommendations, promptly guide and remove difficulties and obstacles, and ensure work targets. Department 14 presides over and coordinates with Department 9 to focus on completing the draft Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits, submit it to the National Assembly at the 9th Session; promptly develop guidance and training documents immediately after the National Assembly passes it.

Department 9 presides over and coordinates with Departments 14 and 6 of the People's Procuracy of the province and city selected to conduct the pilot, proactively review and fully prepare necessary conditions regarding organizational structure, personnel, facilities, equipment and other conditions, develop a detailed implementation plan, and arrange a team of competent and experienced civil servants to carry out the pilot tasks to ensure progress, quality and efficiency.

Department 2 presides over and coordinates with the Office and relevant units to accelerate the progress of building the Criminal Case Management platform of the People's Procuracy, urgently operate the Industry's Smart Operations Center before the 7th Patriotic Emulation Congress and the 65th anniversary of the Industry's establishment. Promote the effective use of shared software and data portals, focusing on ensuring information security and network security.

Regarding the organization of the 7th Patriotic Emulation Congress and activities to celebrate the 65th anniversary of the establishment of the Industry (July 26, 1960 - July 26, 2025), the units in charge of the tasks according to Plan No. 04/KH-VKSTC dated December 16, 2024 of the Supreme People's Procuracy shall proactively review and, if there are any difficulties or problems, promptly report and propose to the Steering Committee and the leadership of the Supreme People's Procuracy to adjust the Plan to ensure suitability in the context of restructuring and organizing the apparatus.

In addition, the Notice of the Supreme People's Procuracy also mentioned a number of other instructions of the Chief Justice of the Supreme People's Procuracy such as: Preparation of work reports of the Chief Justice of the Supreme People's Procuracy to submit to the National Assembly; inspection, examination, survey, organization of conferences and seminars; organization of the 2025 Sports Festival; synthesis, monitoring and reporting to the Chief Justice of the Supreme People's Procuracy on the results and progress of assigned work.
