On the morning of December 14th, at the 29th session, the majority of Hanoi City People's Council delegates present voted unanimously to approve the principles and investment policies for the Red River scenic boulevard project in Hanoi.

The expectation is to create a "miracle on the Red River".
Speaking in the assembly hall, Hanoi City People's Council delegate Trinh Xuan Quang stated that the Red River Boulevard landscape project has strategic significance, contributing to promoting socio -economic breakthroughs and developing the capital's urban space, and is expected to create a "Red River miracle" in the new era.
According to Mr. Quang, the idea of a large urban area developing on both banks of the Red River has actually been brewing for a long time, and truly exploded most clearly after 1954 and especially in the 2000s with the Hanoi Capital City Planning to expand and shift the focus of development to the north of the Red River with a vision of sustainable capital development, with the Red River as its heart.
"This project is truly a long-held aspiration of the people of the capital, of many generations of leaders. And now, that aspiration has a chance to become a reality soon," Mr. Quang said.
Giving further comments on the project, Mr. Quang said that, according to survey data, 50,000 households (approximately 200,000 people) in Hanoi are affected by the project, experiencing disruptions and upheavals in their living, studying, and business activities.
That's a very significant impact, so Mr. Quang noted that the process of planning, approving the project's investment phases needs to take into account resettlement plans, the most favorable land clearance policies and mechanisms, prioritizing better housing arrangements, creating a concept of a civilized resettlement urban area, and ensuring living conditions for affected people.

Choose investors with sufficient capacity and resources.
In addition, according to delegate Trinh Xuan Quang, it is necessary to establish a synchronized transportation network. Preserving historical and cultural relics, and famous traditional craft villages of the capital along both sides of the Red River is also crucial.
At the same time, the planning process also requires careful review and comparison of investment projects of organizations and individuals that have already received investment approval within the project area, in order to find solutions for preservation, updating, or other appropriate solutions.
"Regarding the selection of investors, in order to ensure the feasibility of this important mega-project, I propose that the Hanoi City Party Committee and People's Committee wisely select investors who are truly dedicated, trustworthy, and have sufficient financial capacity. A thorough assessment of resources and actual financial sources is needed to implement the project to completion," Mr. Quang said.
In its review report, the Hanoi City People's Council also requested attention to the issue of supporting training, career chuyển đổi, and job search for those whose land is reclaimed by the State.
Thoroughly study the impact of construction projects on the safety corridor of dikes and river flood drainage as stipulated. In addition, assess the impact on the flood drainage corridor when investing in this project to ensure that the corridor is not narrowed; assess the environmental impact and propose solutions; assess the impact of the project on people's lives and socio-economic development…
The goal is to complete it by 2030.
The Red River scenic boulevard investment project covers an area of approximately 11,000 hectares, including an 80 km long main traffic boulevard; a 3,300-hectare landscaped park and entertainment area; and approximately 2,100 hectares for urban redevelopment.
The project comprises four independent sub-projects. Sub-projects 1 and 2 are implemented on the left and right banks of the Red River, respectively, and include transportation routes, landscaped parks, and urban redevelopment. Sub-project 3 is an underground metro line on the right bank of the Red River, approximately 45 km long, seamlessly connecting with Hanoi's urban rail network. Sub-project 4 consists of resettlement urban areas, implemented either on-site or on reciprocal land plots.
The project is located along the Red River from Hong Ha Bridge to Me So Bridge, within the administrative boundaries of 19 communes and wards of the city. The preliminary total investment for the project is approximately 855,000 billion VND; construction is expected to begin on December 19th and be completed in 2030.
