This is demonstrated by the continuous increase in the average foreign language score in the annual high school graduation exam.

Ha Tinh has specially recognized students with IELTS scores of 7.0 or higher and international certificates in French as excellent students at the provincial level. Could you tell us what the goals of this special implementation are, in the context of the current reform of the general education program?

First of all, it must be affirmed that currently many people often use the phrase "Ha Tinh IELTS special privilege", in fact this is a special policy to recognize excellent students of the province with international foreign language certificates for foreign language subjects that the province organizes corresponding excellent student exams. The special recognition of students with international certificates such as IELTS from 7.0 or higher as excellent students at the provincial level aims to achieve many important goals in the context of generaleducation reform.

Firstly, it contributes to implementing educational innovation in line with the orientation of Resolution 29-NQ/TW on fundamental and comprehensive educational innovation, focusing on developing learners' capacity and qualities instead of just stopping at assessing knowledge through exams.

The second is to contribute to the implementation of the Project on teaching and learning foreign languages ​​in Ha Tinh kindergartens and general schools in the period of 2017-2025. Accordingly, it is necessary to innovate the teaching and learning of foreign languages ​​in the general education system, continue to implement new foreign language teaching and learning programs at all levels and grades, improve foreign language proficiency to meet the needs of study and work; enhance the competitiveness of human resources in the integration period; create a foundation for universalizing foreign languages ​​for general education.

Third is to create motivation to promote the foreign language learning movement for students, thereby contributing to improving the quality of foreign language teaching and learning in the locality while encouraging students not only to learn foreign languages ​​for exams but also to use foreign languages ​​as an essential life skill, serving international communication and integration.

Fourth, instead of relying solely on traditional testing, special recognition based on international certificates helps students practice and comprehensively develop all four skills of listening, speaking, reading, and writing when learning a foreign language.

In addition, this policy encourages students to approach global assessment standards, creating conditions for them to be more confident when participating in exams or international learning and working environments in the future.

This is not the first year that the locality has applied this special policy. Through the years of implementation, has the Ha Tinh Department of Education and Training assessed whether students' foreign language learning is truly encouraged?

Since the special policy was piloted in the 2017-2018 school year and officially implemented in the 2018-2019 school year, the quality of foreign language learning of students has improved significantly over the years. This is clearly demonstrated by the continuous increase in the average score of foreign language in the high school graduation exam. In addition, the province's team of excellent foreign language students has continuously achieved high results in national exams.

The average foreign language score of Ha Tinh students increases every year.

Specifically: In 2020, Ha Tinh ranked 42/63 provinces and cities; by 2021, it increased to 36/63; in 2022, it continued to increase to 28/63; in 2023, it reached 22/63; and especially, in 2024, it rose strongly, ranking 14/63.

This policy does not only stop at supporting students in favorable areas, but also extends to difficult areas. There have been students in mountainous areas achieving high IELTS scores, from 7.5 to 8.0, even 8.5, affirming that the opportunity to learn foreign languages ​​is being expanded to all subjects.

More importantly, the policy helps to popularize international language certificates throughout the province. Thanks to that, students are not only more familiar with global assessment standards, but also equipped to continue studying and working in an internationally integrated environment, building a foundation for long-term development in the future.

To gradually make English the second language in schools, what roadmap and conditions does the locality plan to prepare? What are the difficulties when many students are still from disadvantaged areas?

Making English a second language in schools is a big, ambitious goal that requires careful preparation and a clear roadmap. In the coming time, the Industry will advise on building a specific plan to implement this goal in each stage.

First, the pilot implementation of bilingual teaching of Mathematics and Natural Sciences in a number of key schools. After the pilot phase, the scale will be expanded to more schools, especially focusing on areas with favorable conditions. Finally, when the synchronization of the curriculum and teaching methods is achieved, English will gradually become a common language of communication, not only in Natural Sciences but also in Social Sciences, helping students use English as a comprehensive learning tool.

Leaders of the Ha Tinh Department of Education and Training affirmed that the policy of encouraging foreign language learning has been effective, improving the qualifications of students across the province.

In addition, to achieve this goal, preparing the basic conditions is extremely important. The industry will focus on developing the teaching staff so that teachers can access modern teaching methods and build a positive learning environment; encourage teachers to learn, exchange and share experiences with other units.

The addition of facilities, teaching equipment, and the development of appropriate learning materials are also emphasized, including textbooks and bilingual materials that meet international standards but are still suitable for local conditions. Support for students and teachers, especially in disadvantaged areas, such as policies to support learning equipment and organize free classes, etc.

Another important factor is to enhance the English language environment in schools, such as establishing English clubs and encouraging students to participate in speaking, debating and essay writing competitions. These activities not only provide opportunities to practice the language but also build confidence and practical communication skills for students.

Of course, this journey is not without its difficulties, especially in remote areas where economic conditions and educational infrastructure are limited. However, with the support of the Ministry of Education and Training, relevant agencies and departments, and the consensus of parents and students, these barriers will soon be gradually overcome so that foreign languages ​​​​not only open the door to international integration, but also contribute to creating a confident, dynamic and future-ready young generation.

This year, Ha Tinh has 157 students specially recognized as provincial excellent students in foreign languages ​​without having to attend the excellent student exam. Of these, 14 students achieved 8.0 - 8.5 IELTS points equivalent to first prize; 56 students achieved 7.5 IELTS points equivalent to second prize; 86 students achieved 7.0 IELTS points equivalent to third prize.

In addition, 1 student with DELF B2 French certificate was specially recognized as First Prize.
