Speaking at the training conference on inspection and examination of the 2025 high school graduation exam organized by the Ministry of Education and Training yesterday (May 30) at Ho Chi Minh City University of Education, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the 2025 high school graduation exam has its own characteristics. This is the first year of graduation exams according to the 2018 general education program, in addition, there are about 25,000 candidates taking the 2006 general education program. On the other hand, the exam takes place in the context of the arrangement of the 2-level local government apparatus and the merger of a number of provinces and cities. The fact that the Department of Education and Training inspectorate will be transferred to the provincial inspectorate, the Ministry of Education and Training inspectorate will be transferred to the Government Inspectorate , the district police will be transferred to the commune police... will certainly affect the leadership and direction of the exam.

According to Deputy Minister Pham Ngoc Thuong, thorough and comprehensive preparation and attention to inspection and examination work are key factors to ensure discipline, maintain fairness, seriousness and objectivity of the exam.
CHANGE PAPER SIZE TO AVOID MISTAKES
Noting the special features of this year's exam, Director of the Department of Quality Management (Ministry of Education and Training) Huynh Van Chuong said: "This year, there are 2 sets of exam questions applied to 2 groups of candidates studying the 2006 general education program and the 2018 general education program. Therefore, candidates taking the 2006 program will apply the 2024 high school graduation exam regulations and candidates taking the 2018 program will apply the 2025 high school graduation exam regulations."
During the training conference, the Director of the Department of Quality Management pointed out important differences related to the exam questions between the two groups of candidates. The first is the number of multiple-choice exam questions. In the 2006 program, each exam room had 24 exam codes for each subject. However, in the 2018 program, each exam room can have candidates taking many different elective subjects; depending on the number of subjects and the number of candidates participating, the number of exam codes may vary. This is a point that needs to be carefully noted from the printing and distribution of exam questions to the inspection and testing work.
Notably, the difference in the 2025 high school graduation exam for the two groups of candidates is also in the paper size. With the 2006 program, the exam was printed on 4-5 pages on A4 paper. With the 2018 general education program, the exam can be designed on 2 sides of A3 paper. "This change in exam paper design is to facilitate, optimize and avoid confusion in printing and copying exam papers," Director Huynh Van Chuong added.
Also related to the exam questions, Director Huynh Van Chuong informed: "An important new point in this year's graduation exam regulations for candidates taking the current general education program (2018) is to add a method of transporting the questions from the exam council's location to the exam printing and copying points of 63 provinces and cities via the encrypted and secure transmission system of the Government Cipher Committee".
In addition, Mr. Chuong also noted an important difference in the use of Vietnam Geography Atlas documents in geography. Specifically, with the 2006 program, candidates were allowed to use these documents in the exam room, but candidates taking the new 2018 program were not allowed to bring them into the exam room according to the issued regulations.

NEED MORE SECONDARY SCHOOL ADMINISTRATORS TO PARTICIPATE IN EXAM PROCESSING?
Mr. Tran Ba Cong, Deputy Director of the Department of Education and Training of Gia Lai province, said that all candidates taking the 2006 exam program of Gia Lai province in 16 districts and cities will gather at a common exam site in Pleiku city. With a number of about 800 candidates, there are not enough facilities to organize in the districts. These candidates are spread out in high schools in the province. Meanwhile, Article 21 of Circular 15 states that exam invigilators and exam room supervisors are not allowed to work at exam sites where their school's 12th grade students are taking the exam during the exam year.
"If we assign all high school teachers to participate in the exam at the exam site for the 2006 program candidates, almost every teacher will "stick" their students there. If we want to avoid the above situation, we have to assign secondary school teachers, but the exam supervision skills of secondary school teachers are certainly not as good as those of high school teachers. Therefore, the locality is stuck with this point," Mr. Cong commented.
Director Huynh Van Chuong explained: "The candidates taking the 2006 program exam to be considered for graduation recognition are currently all students who have completed the general education program since 2024. These candidates are no longer 12th grade students of the school in the year the exam is held, so mobilizing high school teachers to participate in the exam for the group of candidates taking the 2006 program is in accordance with the regulations."
Meanwhile, Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Binh Duong province, proposed to expand the scope of secondary school management officials participating in the inspection of this year's high school graduation exam. According to Mr. Phong, with the document guiding the inspection work just issued by the Ministry, localities cannot mobilize secondary school management officials to participate. In fact, these officials participate in the inspection work very well. Regarding this issue, the representative of the Ministry of Education and Training said that the guidance document will be adjusted in a more appropriate direction.

Also related to the training of exam inspection for 2 groups of candidates, Dr. Nguyen Lan Huong, Head of Inspection - Legal Department of Can Tho University, said that this year, students of 2 general education programs (2006 and 2018) will participate in the high school graduation exam, the inspection team of the universities must also train teachers on both exam regulations. However, the examination council of each province only has one exam site for candidates of the 2006 program. "So can the university only train the old regulations for 2-3 officers participating in the exam inspection work at this exam site? This will both avoid waste and avoid confusion for officers when having to train both exam regulations at the same time," Dr. Huong asked.
Responding to this concern, Mr. Huynh Van Chuong said that depending on the number of candidates in each locality, there will be 1-3 separate testing locations for candidates of the 2006 program. The Director of the Department of Quality Management said that it is possible to conduct separate training to avoid confusion, but also noted that it is necessary to study the 2018 regulations to prepare for the situation of having to mobilize staff to inspect candidates under the new program.
Inspectors do not arbitrarily handle unexpected situations.
Regarding inspection officers, Deputy Minister of Education and Training Pham Ngoc Thuong said that all officers must have a firm grasp of the regulations, follow the rules and be transparent. "Inspectors must also pay close attention, while performing their duties they must be serious but in a friendly spirit," the Deputy Minister requested.
However, according to Deputy Minister Pham Ngoc Thuong, in reality, there are unusual incidents that are not mentioned in the regulations. In these cases, it is important to note that we should not arbitrarily handle unexpected situations.
When there is an unexpected situation and hastily handling it too early may not result in the desired result, but if it is too late, it may leave serious consequences. Therefore, the timing, method and way of handling unexpected situations are extremely important. "One experience is to adhere to the provisions of the regulations and other relevant regulations; protect the legitimate rights and interests of candidates and staff participating in the organization of the exam; have little impact and influence on the common work while still ensuring transparency, having the collective opinion of the council and keeping records for post-inspection work", Deputy Minister Pham Ngoc Thuong added about the work of inspection and examination.
