(Lam Dong Online) - On August 13th, at the August 2024 briefing and press conference, Lam Dong province provided some initial information on the treatment of sick and dying cattle due to diarrhea after vaccination with Navet-Lpvac for lumpy skin disease.

According to Mr. Hoang Sy Bich, Director of the Department of Agriculture and Rural Development: From the end of July 2024, diarrhea outbreaks occurred in dairy cattle herds in Duc Trong, Don Duong, and Lam Ha districts. As of 4 PM on August 12, 2024, a total of 5,350 cows had fallen ill, with 237 deaths. Specifically, Don Duong district had 2,923 affected cows and 172 deaths; Duc Trong district had 2,392 affected cows and 63 deaths; and Lam Ha district had 35 affected cows and 2 deaths.

According to the Department of Agriculture and Rural Development, on the afternoon of August 11, 2024, the Deputy Minister of Agriculture and Rural Development informed the press that the Navet-Lpvac vaccine for lumpy skin disease, manufactured by the Central Veterinary Pharmaceutical Joint Stock Company (Navetco), had an effect on cattle, causing diarrhea.
The procurement of the Navet-Lpvac Lumpy Skin Disease Vaccine was assigned by the Provincial People's Committee to the Department of Agriculture and Rural Development through a public tender process. A consortium of 5 bidders won the tender to supply 8 types of goods (6 types of vaccines and 2 types of chemicals), including the Navet-Lpvac Lumpy Skin Disease Vaccine supplied by the Central Veterinary Pharmaceutical Joint Stock Company. The procurement process ensured full compliance with legal regulations.
Following feedback from local authorities, the Department of Agriculture and Rural Development, in coordination with the People's Committees of districts and communes, conducted a thorough inspection of the disease situation to determine its cause. Vaccination with Navet-Lpvac was temporarily suspended, and several temporary disease prevention measures were implemented for dairy cattle. The Department also distributed 1,800 liters of disinfectant chemicals to local authorities for disinfection and disease control.
The Ministry of Agriculture and Rural Development is focusing resources, supplies, and chemicals on protecting the health of the cattle herd. After determining the cause of death, they will clarify which cases will be compensated and which will receive support. The Ministry of Agriculture and Rural Development will thoroughly address this issue to reassure farmers and encourage them to continue their production and livestock farming.
ALL-OUT EFFORTS TO CURE SICK CATTLE
Given the serious disease outbreak affecting dairy cattle in Lam Dong province, the Ministry of Agriculture and Rural Development has reviewed solutions and, together with scientists and relevant agencies, developed a practical treatment protocol.
Accordingly, biosecurity measures were implemented. The cattle herd was sorted to identify healthy, weak, and severely ill animals, so that appropriate treatment protocols could be developed for each individual animal.
The Ministry of Agriculture and Rural Development also requested Lam Dong province to focus its resources on supplies, intravenous fluids, supplementary medicines, antibiotics, and active ingredients, along with the involvement of businesses such as TH True Milk and Vinamilk, to monitor each herd of cattle and each household, ensuring 100% of the necessary supplies are provided to each household and each individual.
An assessment of the current situation indicates that the health of the cattle herd in Lam Dong province has shown positive improvements. The published treatment protocol is gradually contributing to preventing and controlling the diarrhea outbreak, and maintaining the dairy cattle herd in Lam Dong province.
Over the past period, in addition to the main forces of the districts, the province has mobilized a force of more than 100 people, including experts from the Department of Animal Health; provincial-level specialized agencies; veterinarians and veterinary officers from other localities; and veterinary officers from livestock farming units and businesses dealing in veterinary drugs and feed in the area... to directly support households with sick cows in carrying out treatment. At the same time, a Steering Committee for the Prevention and Control of Diarrhea in Dairy Cows was established in Duc Trong and Don Duong districts of Lam Dong province, chaired by the Vice Chairman of the Provincial People's Committee.
Based on the opinions of experts, the Department of Agriculture and Rural Development has developed and issued a treatment protocol for sick cattle and is urgently disseminating information and guiding people on its implementation.
Mobilizing resources, receiving and distributing various types of medications to boost immunity, support heart function, antibiotics, anti-inflammatory drugs, and fever reducers to assist people in treating illnesses. As of the afternoon of August 12, 2024, the Department had received and distributed 36,580 vials of intravenous fluids; 5,590 bottles of vitamin C and B complex; 3,420 bottles of antibiotics and 990 packets of electrolytes; 420 liters of Benkocid and 400 sets of protective clothing to support local treatment. On August 13, 2024, an additional 4,950 vials of various intravenous fluids; 3,560 bottles of various types of vitamin C and caffeine; 3,018 bottles of antibiotics and 120 bottles of painkillers were distributed. The Department of Agriculture and Rural Development continues to mobilize resources to ensure a sufficient supply of necessary medications to support the people.
After intensive treatment according to the protocol, some severely ill cows have shown positive developments, with reduced symptoms; cows with mild symptoms have recovered, and initial reports indicate a gradual decrease in the number of cow deaths.
In the coming period, Lam Dong province will continue to focus on implementing the following solutions: Continuing to mobilize all resources for disease prevention and control, especially in Don Duong and Duc Trong districts; mobilizing and receiving supplies and disinfectants and promptly distributing them to the people, ensuring there is no shortage of medicine during treatment. At the same time, continuing to mobilize forces to directly support and guide people in treating cattle when symptoms appear; strengthening sanitation, disinfection, and quarantine; strictly controlling the sale, transportation, and slaughter of diseased cattle; and continuing to educate and encourage people to implement disease prevention measures and follow treatment protocols.
