According to information from the Thanh Hoa Department of Home Affairs, the Department has submitted a proposal to the Provincial People's Committee to continue assigning 3,840 labor contract positions to work as teachers, and proposed that the contract implementation period be extended to 12 months, from this June to the end of May 2026.
According to the leader of the Department of Home Affairs, the proposal to assign this contract quota stems from the fact that the whole province is currently short of 12,379 teachers. Therefore, the need to supplement human resources for the 2025-2026 school year is extremely urgent.
Regarding the contract term, the Department of Home Affairs proposed 12 months to ensure the rights of teachers, in accordance with the characteristics of the profession, helping them feel secure in their work.

Previously, according to Decree 111 of 2022 of the Government , public administrative agencies were allowed to sign contracts for professional positions. Thanh Hoa province has recruited 3,800 contract teachers. Many teachers are concerned that the 9-month contract period will not ensure their livelihood.
Regarding this issue, Mr. Dau Thanh Tung, Vice Chairman of Thanh Hoa Provincial People's Committee, said that the signing of contracts depends on the actual needs of each locality.
According to Mr. Tung, each school year only lasts 9 months, the budget does not cover the summer vacation months, no actual teaching, this is in accordance with the law.
Regarding the above, Mr. Ta Hong Luu, Deputy Director of the Department of Education and Training of Thanh Hoa province, said that theeducation sector has its own characteristics, graduation exams and enrollment are carried out during the summer months. Many training programs and other professional work are also regularly implemented during the summer.
If the contracts for the summer months are not signed, re-signing labor contracts at the beginning of the school year will encounter legal problems when signing new labor contracts (whether to re-select or not) and inevitably cause difficulties in labor resources (employees may quit after not signing contracts for the summer months)...
Therefore, in order to stabilize the staff, prepare for the new school year, as well as stabilize the work, ensure the life of workers to work with peace of mind to improve the quality of teaching in schools, the Department of Education and Training also requested the Chairman of the Provincial People's Committee to consider and continue to sign contracts according to Decree No. 111 and provide continuous financial support throughout the year (including summer months).
