On September 18, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Government Party Committee Standing Committee on a number of contents of four draft laws: Law on Amending and Supplementing a Number of Articles of the Land Law; Law on Planning; Law on Urban and Rural Planning; and Law on Investment.

Attending the working session were Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Government leaders, leaders of ministries, departments and central branches.
Speaking at the meeting, General Secretary To Lam requested that the issues in the process of amending the above laws be carefully considered. According to the General Secretary, the contents discussed at the meeting were all big and difficult issues, so it was necessary to concentrate intelligence and enthusiasm to solve them.
The General Secretary noted that the amendment process needs to ensure the synchronization and unity of the legal system, aiming to open the way and unleash all resources, turning institutions and laws into competitive advantages and strong driving forces for development.
Regarding the draft Law on Amendments and Supplements to a Number of Articles of the Land Law, General Secretary To Lam suggested that it is necessary to ensure requirements, fully identify current difficulties and problems in the land sector; and ensure comprehensive, fundamental and synchronous solutions.

General Secretary To Lam requested the Government Party Committee to lead and direct relevant agencies to urgently prepare a review report and propose solutions to remove difficulties caused by legal regulations in the land sector, serving the amendment and supplementation of the Land Law; continue to carefully study options for harmonious handling and removal of obstacles.

According to the General Secretary, the Land Law is an important law with a very large scope of impact, directly related to the rights and interests of the State, enterprises and people. Therefore, the amendment must be identified as a key and urgent task and must be invested with resources and time to implement seriously and effectively.
The General Secretary emphasized the need to fully identify bottlenecks, carefully consider the root causes of the problems so that the proposed solutions can ensure the removal of obstacles, the release of resources, the harmonization of interests, and the avoidance of hot spots, disputes, and complaints that affect the general political atmosphere. At the same time, hostile forces must not take advantage of distorting policies in amending and supplementing the Land Law.
Regarding the draft Investment Law, the General Secretary requested to properly implement the direction in Resolution No. 68 of the Politburo on private economic development, thereby creating a business environment that is open, transparent, stable, safe, easy to implement, low cost, meets international standards, and ensures regional and global competitiveness. At the same time, remove existing "bottlenecks" and create more favorable conditions for business development.
Regarding the draft Law on Planning, the General Secretary requested an assessment of the abolition and adjustment of a number of national sectoral plans, and attention to handling conflicts between plans to ensure that investment projects do not waste too much time.
General Secretary To Lam noted that the development of the Planning Law must ensure the country's development vision; build comprehensive, long-term infrastructure and solve infrastructure development tasks to lead overall development.
Regarding the draft Law on Urban and Rural Planning, General Secretary To Lam emphasized that there are many specific contents related to the Land Law (amended) and a number of other related laws. Therefore, it is necessary to review and amend and supplement to ensure the removal of difficulties arising in practice, while ensuring unity, synchronization and connectivity in the legal system.
General Secretary To Lam requested the Government Party Committee to focus on directing relevant ministries and agencies to invest intellectual resources and enthusiasm, closely following requirements to complete quality law projects, achieving the set goals.
At the same time, the Central Party Office is assigned to synthesize the report content in the submission and the opinions exchanged at the meeting to report to the Politburo for opinions on the contents under its authority.
