• “3 DO, 4 AVOID” GOING IN DEPTH
On April 20, 2024, the Standing Committee of Lam Dong Provincial Party Committee issued Directive No. 34-CT/TU "on promoting the sense of responsibility, dynamism, creativity, daring to think, daring to do for the common interests of the contingent of cadres and party members, determined to successfully complete the Resolution of the 11th Provincial Party Congress and the Resolution of the 13th National Party Congress" (abbreviated as Directive No. 34). The issuance of the Directive was considered necessary and urgent at that time, with special difficulties in the province's personnel work. Lam Dong fell into an extremely unfavorable situation, with low economic growth, ranked 54/63 provinces and cities. In the first 4 months of 2024, many projects were "shelved", there were no new projects invested in the locality... Meanwhile, 2024 is the final time for the Party Committee, army and people to accelerate the completion of the term's targets.
Born in that context, Directive No. 34 has a concise, easy-to-remember focus with the motto "3 things to do" and "4 things to avoid". "3 things to do are: (1) Say what you do, do the right thing for the common good; (2) Do everything responsibly, with high determination, innovative thinking; (3) Do things that bring the highest efficiency, the best quality"; "4 things to avoid are: (1) Avoid doing wrong, doing wrong, personal gain; (2) Avoid shirking, dodging, fearing responsibility; (3) Avoid doing things carelessly, roughly, and ineffectively; (4) Avoid being content with the status quo, keeping peace is precious".
At the conference to disseminate the Directive, comrade Nguyen Thai Hoc - Deputy Secretary of the Party Committee of the Central Fatherland Front and Central Mass Organizations, who had just taken office as Acting Secretary of the Lam Dong Provincial Party Committee for more than a month, emphasized: “The core content of the Directive is that we should strive to do what is right, and avoid what is wrong; we should do what is beneficial to the people and the Party, and avoid what is harmful to the Party and the people. Once we have distinguished between right and wrong, right and wrong, we must do it with full responsibility, with high determination, innovative thinking, and bring about the highest efficiency. Avoid doing things carelessly and roughly, which do not bring about efficiency, and keep the peace as precious as possible.”
It can be said that Directive No. 34 has "prescribed" the right content that the entire Party and the entire political system are currently focusing on, which is to build a team of cadres with full moral qualities and professional capacity. Immediately after being issued, Directive No. 34 was implemented synchronously and closely by localities, agencies and units in Lam Dong province with specific and practical actions.
From cities to rural areas, from offices to residential areas... "3 things to do", "4 things to avoid" are no longer rigid slogans, but have gradually entered daily professional work, spreading widely among all cadres, party members and people of all walks of life. From there, strongly adjust and promote the spiritual and ideological strength of cadres and party members to build revolutionary ethics and public ethics. At the same time, re-energize the working spirit of cadres and party members, put everything in order and discipline with the spirit of revolutionary attack, determined to bring Lam Dong - a potential Southern Central Highlands province to rise up.
Towards a common goal for Lam Dong development
At the socio-economic situation meeting in May 2025, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai criticized the leaders of the departments assigned to directly survey 155 out of 203 slow-progress projects in the area to remove difficulties, but most of the delegation heads did not directly inspect. Previously, the Chairman of the Provincial People's Committee also criticized the localities for being slow in implementing the Bao Loc - Lien Khuong Expressway Project. The head of the Provincial People's Committee requested that leaders and officials in the political system aim for the common goal of developing Lam Dong, and be the core and foundation for Lam Dong's development.
• HIGH DETERMINATION IN EACH TASK
In Di Linh district, the implementation of Directive No. 34 is closely linked to the implementation of the Movement "4 know - 4 preserve - 4 don't - 4 resist" launched by the Standing Committee of the District Party Committee over the past many years. This is also one of the key contents that Di Linh district has deployed in implementing Directive No. 05 on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" to all cadres, party members and people.
Comrade Phan Hong Vinh - Head of the Propaganda and Mass Mobilization Department of Di Linh District Party Committee said: "As a locality with a large area, a large population, ethnic minorities account for more than 40% of the population, the propaganda and dissemination of Directive No. 34 has been carried out regularly and continuously by agencies, units and localities throughout Di Linh district. Directive No. 34 has gradually entered the consciousness of each party member and the people in a natural and familiar way". Thereby, contributing to more effective implementation of local tasks in 2024 and 2025, focusing on the implementation of Project 04 of Di Linh District Party Committee on "Building Di Linh district to achieve a new rural district (NTM) in the period of 2022 - 2025, towards achieving an advanced NTM district, a model NTM district in the period of 2025 - 2030". Up to now, Di Linh has completed the dossier to request recognition of the district meeting NTM standards.
In Da Huoai district - the only locality in Lam Dong province implementing the policy of merging districts by December 2024, comrade Nguyen Manh Viet - Standing Deputy Secretary of the District Party Committee, Chairman of the District People's Council shared: "In the period when the locality has major changes after merging 3 districts into 1 district, Directive No. 34 is considered a reminder of the exemplary nature and spirit and responsibility of cadres, civil servants and public employees in implementing work with the highest spirit and responsibility to overcome difficulties and challenges, and complete tasks well".
For the provincial political system, the sense of responsibility, dynamism, creativity, daring to think and act for the common good have also been highly promoted. In recent times, Lam Dong provincial leaders have gone deep into reality, focusing on promptly resolving socio-economic issues through regular meetings with citizens and businesses, or hot issues, consequences of natural disasters... all of which have been promptly handled by the leaders.
In particular, on the occasion of the 79th anniversary of the August Revolution and National Day September 2, Lam Dong launched a peak emulation campaign "The Party Committee, government, army and people of Lam Dong province unite, determined to overcome difficulties, rise up with the country", from September 2024 to the end of 2025 with specific tasks to bring Lam Dong "Continue to develop rapidly, comprehensively and sustainably, becoming a fairly developed province of the country". In which, the 3 tasks mentioned are to successfully organize the 10th Da Lat Flower Festival - 2024; high determination, great efforts to implement expressway projects and compete to achieve achievements to welcome the Party Congress.
In the process of preparing to merge 3 provinces including Lam Dong, Binh Thuan, Dak Nong into a new Lam Dong province with the largest area in the country, rich in revolutionary traditions, and much space for socio-economic development; the spirit of determination and urgency has been promoted by the leaders of Lam Dong province in each specific task, especially when at the working session with the Standing Committee of Lam Dong Provincial Party Committee and the Standing Committees of Dak Nong and Binh Thuan Provincial Party Committees on June 9, General Secretary To Lam requested: "The process of preparing to merge the provinces has brought about many major changes, causing some cadres, civil servants and people to be hesitant and not really ready, affecting the progress and quality of implementing the necessary transformation steps. If these limitations are not seriously recognized and resolutely handled, they will hinder the process of innovation, restructuring of the organizational apparatus and comprehensive development in the coming period". The General Secretary also emphasized: “If you are ready as reported, you can completely deploy the commune and provincial models at the same time. The Central Committee welcomes and continues to support you to quickly resolve any arising problems.”
