Previously, some press agencies published information that many individuals had forged the signature of the Deputy Director of the Ho Chi Minh City Department of Health and forged medical practice certificates. The Department of Health immediately directed a special task force to urgently review, verify and clarify the content of the report; at the same time, transfer all information to the City Police to coordinate investigation and handling according to legal regulations.
Through checking the management data of the issuance of practice certificates and practice licenses, the Department of Health determined that: practice certificate No. 000050/HCM-CCHN dated October 12, 2024, with the content of the professional degree: Bachelor of Medical Technology in Laboratory Testing and the scope of professional activities: Laboratory Technician, completely inconsistent with the records stored at the Department. In fact, the practice certificate with the above number was issued on April 6, 2012 to another individual.
“This is clear evidence of organized counterfeiting, taking advantage of the reputation of the management agency to defraud and profit. The Ho Chi Minh City Department of Health affirms that it will continue to closely coordinate with relevant agencies to strictly handle violations, protect people's safety and maintain the reputation of the health sector,” said a representative of the Department of Health.
Currently, there are many websites and groups on social networks (Facebook, Zalo, TikTok...) openly advertising services for counterfeiting Certificates of Practice and Licenses of Practice.
These accounts often make attractive offers such as: just provide a photo of your ID card and a 3x4 ID photo to receive a practice certificate within 1-3 days, at a cost of about 2.5 million VND, with a commitment to home delivery. These activities are serious violations of the law, with the potential to directly affect people's health if they allow unqualified people to practice medicine.
Faced with the above situation, the Ho Chi Minh City Department of Health warns people to absolutely not use services that forge practice certificates and practice licenses advertised online or from unofficial sources. The use of fake documents may be subject to criminal prosecution.
When there is a need to carry out procedures for granting a Certificate of Practice or a License to Practice, people should carefully study current regulations and submit their application at the official address: https://dichvucong.hochiminhcity.gov.vn or contact the Department of Health Call Center at 1900.63.85.63 for detailed instructions.
The Department of Health requires medical examination and treatment facilities to proactively check and verify the legality of the Practicing Certificate and Practicing License of personnel before accepting them to practice. It is necessary to look up information at the Ho Chi Minh City Medical Practice Lookup Portal to avoid recruiting unqualified people. In case of detecting organizations or individuals performing or using fake documents, please immediately notify the authorities for timely handling. Previously, SGGP Newspaper also published a series of articles “As easy as renting, buying a medical practice certificate” reflecting the current situation of buying, renting all kinds of medical degrees and certificates. This is a dangerous behavior, affecting the lives and health of people, but the handling of these subjects has not been effective so far.
