Verification results show that, in the criminal appeal judgment on December 20, 2004, Pham Ngoc Cuong was sentenced to 2 years in prison by the Supreme People's Court of Appeal in Hanoi for "Violating regulations on controlling road vehicles" in a traffic accident in which Cuong drove a car and killed 2 people.
After completing his prison sentence and reintegrating into the community on March 3, 2007, Cuong returned home for just over 5 months and committed the crime of "Intentionally causing injury", so he continued to enter the criminal proceedings.

At that time, just because he heard that his sister Pham Thi Kim Thoa had a conflict with Ms. Nguyen Thi Van Th, on the afternoon of August 9, 2007, Pham Ngoc Cuong took two knives hidden in the truck cabin and hired a motorbike taxi to take her to Ms. Th's house on Le Thanh Phuong Street, Ward 8, Tuy Hoa City to take revenge. Despite Ms. Th's relatives' objections, Cuong rushed into the house with a knife, slashed Ms. Th, knocked her down on the spot, and then left the scene. The Phu Yen province forensic examination organization at that time concluded that Ms. Th's injury rate was 26%, of which 3% was permanent and 23% was temporary.
The pickup truck driven by Pham Ngoc Cuong was running on Tuy Hoa beach when many people and tourists were having fun and swimming.
In the first instance criminal judgment No. 72/2008/HSST dated August 14, 2008 of Tuy Hoa City People's Court, defendant Pham Ngoc Cuong was sentenced to 1 year in prison for the crime of "Intentionally causing injury", and was ordered to pay civil compensation to the victim of 12.4 million VND. The defendant then appealed for a reduction in sentence, while Tuy Hoa City People's Procuracy appealed for an increase in sentence, so in the second instance criminal judgment No. 130/2008/HSPT dated November 10, 2008 of Phu Yen Province People's Court, Pham Ngoc Cuong was sentenced to 1 year and 3 months in prison.
After serving a sentence at Xuan Phuoc Prison, Cuong was released from prison at the end of 2019.

It was thought that after two prison terms, Pham Ngoc Cuong would focus on making a living by patching car tires on National Highway 1A in An Phu Commune, Tuy Hoa City. Unexpectedly, just because he liked to be extravagant, on the afternoon of May 31, the Doan Ngo Festival (the 5th day of the 5th lunar month), Cuong drove a black pickup truck with license plate 78A-176.48 carrying his 10-year-old son on Tuy Hoa beach, from An Phu Commune to Ward 7. When the car got stuck in the sand, he had to hire a specialized motor vehicle to pull it out, then Cuong continued driving on the beach from Ward 7 back to An Phu Commune.
While driving a pickup truck on the beach, Cuong honked loudly, affecting security and order and the local tourism environment. Even more worrying was that the pickup truck driven by Cuong was driving on Tuy Hoa beach when many locals and tourists were playing and swimming. The incident was recorded by locals and posted on social network Tik Tok, causing public outrage and requests for strict punishment.
With the above behavior, as reported by CAND Newspaper, on the afternoon of June 3, the Investigation Police Agency of Phu Yen Province issued a decision to initiate a criminal case, prosecuting the accused Pham Ngoc Cuong for the crime of "Disturbing public order" under Clause 1, Article 318 of the Penal Code.
