Hai Duong arranges public service units when removing district level

On June 5, the People's Committee of Hai Duong province issued a plan to arrange public service units under the People's Committees of districts, towns, and cities and service units under departments located in district-level areas when organizing a two-level local government.

Transfer high quality secondary school to commune management

Accordingly, with public service units under the district-level People's Committee managingthe education sector, public kindergartens, primary schools, and secondary schools under the district-level People's Committee will be kept intact and converted into public service units under the management of the new commune and ward People's Committees, ensuring enough schools for students to study in the locality. Schools currently located in communes and wards will be under the new commune and ward People's Committees formed on the basis of current communes and wards.

Schools with headquarters and school locations will be directly under the People's Committee of the commune or ward where the headquarters is located (with other school locations); after the transfer, a plan will be developed to reorganize the public service unit according to regulations.

For high-quality secondary schools, the management will be transferred to the People's Committee of the commune level (where the school is located). The Department of Education and Training will coordinate to urgently summarize the Project "Development of Nguyen Trai Specialized High School, Hai Duong Province, 2011 - 2020 period" and evaluate the operational efficiency and training quality of high-quality secondary schools from 2021 to present. On that basis, propose a plan to arrange and manage high-quality secondary schools effectively, in accordance with practical conditions, ensuring to avoid waste in terms of facilities, teachers and students, etc.

12 vocational education and continuing education centers under the management of the district People's Committee were transferred to the Department of Education and Training for management and reorganization according to inter-commune and ward areas.

Community learning centers are assigned to the People's Committees at the commune level (after reorganization) to continue managing according to regulations.

Establishment of 64 Cultural and Sports Centers

Hai Duong will establish 12 inter-commune and ward (regional) Cultural and Sports Centers in communes and wards that currently have Cultural, Sports and Communication Centers, Children's Houses... at the district level, which are currently establishing new commune-level headquarters to continue managing existing cultural institutions, facilities and equipment at the district level, and establish 52 Cultural and Sports Centers in the remaining commune-level administrative units, ensuring compliance with reality.

After stabilizing the operations of the two-level local government, departments, branches, and commune-level People's Committees continue to review and arrange public service units to operate effectively, efficiently, and effectively. It is expected that the staff of these centers will be arranged from the units (including 12 Cultural, Sports, and Communication Centers in 12 districts, towns, and cities; Children's House in Chi Linh City).

12 District-level Agricultural Service Centers are divided into 2 functional areas and tasks, including: Animal Husbandry and Veterinary Medicine, Cultivation and Plant Protection (no additional focal points, no new office).

Specifically, 6 inter-commune Animal Husbandry and Veterinary Stations will be established under the Department of Animal Husbandry, Fisheries and Veterinary Medicine in the management areas of districts, towns and cities (before the reorganization): Chi Linh and Nam Sach areas; Hai Duong and Thanh Ha city areas; Kinh Mon and Kim Thanh areas; Cam Giang and Binh Giang areas; Tu Ky and Gia Loc areas; Ninh Giang and Thanh Mien areas.

Establish 6 inter-commune Plant Cultivation and Plant Protection Stations under the Department of Plant Cultivation and Plant Protection in the management areas of districts, towns and cities (before the reorganization): Chi Linh and Nam Sach areas; Hai Duong and Thanh Ha city areas; Kinh Mon and Kim Thanh areas; Cam Giang and Binh Giang areas; Tu Ky and Gia Loc areas; Ninh Giang and Thanh Mien areas.

As for the task of agricultural extension, the officials performing the task of agricultural extension under the District Agricultural Service Center currently all have professional qualifications in one of the following fields: animal husbandry, veterinary medicine, aquaculture, cultivation, plant protection, so these officials should be assigned to the Animal Husbandry and Veterinary Stations and the Cultivation and Plant Protection Stations according to their respective fields. Therefore, there will be no focal points for the Agricultural Extension Stations under the Agricultural Extension Center.

Dissolution of 3 relic management boards

Hai Duong Provincial People's Committee requested to dissolve 3 Monument Management Boards of Chi Linh City, Cam Giang District and Kinh Mon Town.

Hai Duong will maintain the stability of the system of public service units in the local health sector.

The special national relics currently under the management of two relic boards in Cam Giang district, Kinh Mon town and the relics in the world heritage nomination dossier (Thanh Mai pagoda, Nam Tao and Bac Dau temples in Chi Linh city) are transferred to the Con Son - Kiep Bac relic management board for management.

Monuments that are not special national monuments will be assigned to the People's Committee at the commune level for management.

For the 12 district-level construction investment project management boards, they will be rearranged and reorganized into 12 regional project management boards under the provincial construction investment management board.

End of operation, dissolution of Hai Duong City's Rules Team and Chi Linh City's Urban Order Management Team.

Keeping the health system stable

In the immediate future, Hai Duong will maintain the stability of the system of public service units in the local health sector.

For provincial-level agencies and units located in the district-level health sector, in the immediate future, maintain the stability of the system of public service units in the health sector in the locality; maintain the current commune-level health stations under the health centers to serve the people.

District-level medical centers (multi-functional) are assigned to the Department of Health to continue managing to arrange and organize service provision according to inter-commune and ward areas according to regulations. After the arrangement, the Department of Health continues to review, restructure, and improve the quality of the center's staff to suit the management according to inter-commune and ward areas.

5 regional polyclinics under the organizational structure of 5 district-level medical centers will be maintained and kept as they are now.

Reorganization of 12 branches of the Land Registration Office

For the 12 branches of the District, Town and City Land Registration Offices under the Department of Agriculture and Environment's Land Registration Office located at the district level, reorganize into 12 Branches of the Land Registration Offices according to inter-commune and ward areas under the Department of Agriculture and Environment's Land Registration Office.

For Hai Duong Transport Enterprise, the Department of Finance urgently completes the procedures and documents for equitization, and promptly advises the Provincial People's Committee to reorganize state-owned enterprises and enterprises with state capital in the province. After July 1, if Hai Duong Transport Enterprise has not completed the equitization, it will be temporarily transferred to the Department of Finance for management until the equitization is completed.

Nguyen Trai Club of Hai Duong City (not yet identified as an association or public service unit) is expected to merge with Bach Dang Club of Hai Phong City, and transfer to the management of the (new) Hai Phong City Fatherland Front Committee according to the arrangement plan of the Vietnam Fatherland Front and socio-political organizations.

Hai Duong Provincial People's Committee assigned departments, branches, units and localities to take the lead in developing arrangement projects and complete them before June 15.

Previously, the Standing Committee of Hai Duong Provincial Party Committee issued a conclusion, basically agreeing with the plan to arrange district-level public service units as proposed, noting to fully absorb the participating opinions, review the arrangement plan, ensure close adherence to the direction and orientation of the Central Government, the province and closely coordinate with the specialized agencies of Hai Phong City to ensure consistency and unity in the arrangement of public service units.
