Deploying the National Public Service Portal to become a centralized, single "one-stop shop"

On June 2, Lao Cai Provincial People's Committee issued Document No. 3202/UBND-KSTT on urging the implementation of the Prime Minister's directive and the Government Office on the National Public Service Portal to become a centralized, single national "one-stop shop".

Accordingly, implementing Document No. 623/TTg-KSTT dated May 30, 2025 of the Prime Minister on deploying the National Public Service Portal to become a centralized, single national "one-stop shop"; Document No. 4725/VPCP-KSTT dated May 28, 2025 of the Government Office on instructions for updating information and data on the National Public Service Portal; upgrading the information system for handling administrative procedures.

National Public Service Portal Interface.

To ensure the implementation of the National Public Service Portal to become the only centralized "one-stop shop" nationwide, smoothly, effectively, without interruption in the implementation of online public services, the Chairman of the Provincial People's Committee requested the Heads of departments, branches, and sectors; Chairmen of People's Committees of districts, towns, and cities to focus on implementing the following contents:

Departments, branches and sectors urgently implement and complete the integration and provision of 100% of online public services on the National Public Service Portal in June 2025.

Actively coordinate with relevant agencies to review online public services (full and partial) currently provided on the National Service Portal and fee-collecting administrative procedures under the state management scope according to professional fields at 3 levels (province, district, commune). Make a list of online public services that have not been integrated on the National Public Service Portal and fee-collecting administrative procedures under the state management scope at 3 levels (province, district, commune) according to professional fields and send it to the Provincial People's Committee (through the Provincial People's Committee Office) before June 7, 2025 to integrate the provision of 100% of online public services on the National Public Service Portal and assign fee codes for fee-collecting administrative procedures (The list ensures the following columns: No., code of administrative procedure, name of administrative procedure, full service, partial service, fee, etc.)

In coordination with the Provincial People's Committee Office (Administrative Procedure Control Department, Public Administration Service Center), VNPT Lao Cai will declare and test (only handle test records) integrated public services, providing online on the National Public Service Portal (for online public services that have not been integrated on the National Public Service Portal). At the same time, regularly monitor and update decisions on promulgating administrative procedures of ministries and branches; promptly advise the Chairman of the Provincial People's Committee to promulgate the List and internal procedures in handling administrative procedures, especially administrative procedures when implementing two-level local government (eliminating the district level).

Take the lead in coordinating with VNPT Lao Cai to adjust administrative procedures when there are changes (update administrative procedure information, configure electronic settlement process...) on the province's administrative procedure settlement information system.

Close the interface of the Provincial Public Service Portal from July 1, 2025 according to the direction in Notice No. 19-TB/TGV of the Working Group assisting the Central Steering Committee on science, technology development, innovation and digital transformation.

The Department of Science and Technology shall preside over and coordinate with relevant agencies to upgrade and develop the provincial information settlement system to meet the requirements of deploying the National Public Service Portal as a centralized and unique "one-stop shop" of the country according to the direction of the Government at Point 7, Section 3 of Resolution No. 124/NQ-CP dated May 8, 2025; ensure that the Provincial Public Service Portal is not maintained (the interface is closed) from July 1, 2025 according to the direction in Notice No. 19-TB/TGV dated May 9, 2025 of the Working Group assisting the Central Steering Committee on science, technology development, innovation and digital transformation and the guidance document attached to Document No. 4725/VPCP-KSTT dated May 28, 2025 of the Government Office.

Promptly advise competent authorities to issue agency codes according to the instructions in Official Dispatch No. 1447/BKHCN-CĐSQG dated May 10, 2025 of the Ministry of Science and Technology on adjusting electronic identification codes of State agencies when arranging provincial and commune-level administrative units according to the plan to organize 2-level local governments; at the same time, coordinate with the Provincial People's Committee Office and relevant agencies to update the list of agencies and units, especially commune-level People's Committees on the National Database of Administrative Procedures on June 30, 2025 according to the guidance document attached to Official Dispatch No. 4725/VPCP-KSTT dated May 28, 2025 of the Government Office.

Assign the Provincial People's Committee Office to preside over and coordinate with VNPT Lao Cai and agencies and units to integrate and provide 100% of the province's online public services on the National Public Service Portal (from publicizing, submitting documents and running synchronously...). Completion time is in June 2025 according to Point a, Section IV.3 of the guidance document attached to Document No. 4725/VPCP-KSTT dated May 28, 2025 of the Government Office; at the same time, assign fee and charge codes (according to Decision No. 4663/QD-KBNN dated September 13, 2025 of the General Director of the State Treasury) corresponding to the names and codes of administrative procedures with regulations on fee and charge collection provided by agencies and units.

Preside over and coordinate with agencies to decentralize systems (Request feedback system, payment verification rights, public service processing rights, data management rights, etc.) to agencies and units when there are changes, especially at the commune level after arrangement according to the guidance document attached to Document No. 4725/VPCP-KSTT dated May 28, 2025 of the Government Office.

Preside over and coordinate with VNPT Lao Cai to update administrative procedures (convert administrative procedure data from district level to commune or provincial level when approved by competent authorities). At the same time, regularly monitor and urge agencies and units to implement the tasks assigned in this Document; summarize difficulties and problems in the implementation process, promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee.

People's Committees of districts, towns and cities focus on directing the settlement and processing of administrative procedure records under their jurisdiction for organizations and individuals, striving to complete before June 30, 2025; Coordinate with the Department of Science and Technology, the Office of the Provincial People's Committee, VNPT Lao Cai and relevant agencies and units to carry out conversion steps related to administrative procedures when implementing two-level local government (eliminating the district level).

Propose VNPT Lao Cai to preside over and coordinate with the Department of Science and Technology, the Office of the Provincial People's Committee and relevant agencies to: Synchronize the list of administrative areas, administrative units according to agency identification codes, administrative procedures, public services from the National Public Service Portal to the Provincial Administrative Procedure Processing Information System to ensure accurate and synchronized data between the two systems; Synchronize full information on fees, charges, fee codes, charges of administrative procedures, administrative procedure processing records into the Provincial Administrative Procedure Processing Information System, the National Public Service Portal according to regulations. At the same time, configure the administrative procedure process, online public services according to the new prescribed business process.

Review and close "old" administrative procedures when implementing the arrangement of two-level local government (eliminating the district level) or adjusting the handling of administrative procedures according to the instructions of competent authorities; Coordinate with the Department of Science and Technology to not maintain (close the interface) of the Provincial Public Service Portal from July 1, 2025 (not allowing citizens to submit online applications from the provincial portal); Coordinate with the Provincial People's Committee Office and relevant agencies to integrate and provide 100% of the province's online public services on the National Public Service Portal (from publicizing, submitting applications and running synchronously...).
