University suddenly dropped block C, what did the Ministry of Education and Training say?

The Ministry of Education and Training (MOET) requires universities that have announced the removal of block C to urgently adjust their admission combinations to ensure the rights of candidates and avoid causing psychological turmoil before the high school graduation exam.

In response to the news that some universities suddenly stopped considering the C00 combination (including Literature, History, Geography) right before the High School Graduation Exam, a representative of the Ministry of Education and Training said that the Ministry had discussed with schools and noted that training institutions should adjust the selection combination appropriately to ensure the rights of candidates.

According to the representative of the Ministry of Education and Training, this year is the first year that candidates will take the high school graduation exam according to the 2018 GeneralEducation Program. They will only take two compulsory subjects: Math and Literature, and can choose two more subjects from the remaining subjects they have studied in high school. At this time, the selection of graduation exam subjects has been completed before the time schools announce enrollment information.

The Ministry of Education and Training requires universities to promptly inform candidates after making adjustments.

Therefore, when some schools abandon the traditional combination C00 and build an admission combination focusing on English such as History - Geography - English; Literature - History - English; Literature - Geography - English; Literature - Civic Education - English... then candidates who register for the graduation exam with 4 subjects (Math - Literature - History - Geography) will lose the opportunity to register for the above combinations because they do not have a graduation exam score in English. This is disadvantageous for candidates during the admission process.

The Ministry of Education and Training requests universities to urgently adjust the admission combinations, ensuring the rights of candidates, not creating psychological turmoil before the high school graduation exam. In particular, after the adjustment, candidates will be informed soon, as well as explained to society. The spirit of the Ministry of Education and Training is that although schools are autonomous and responsible for admission, they must be reasonable and ensure the best interests of students.

As CAND Newspaper has reported, the traditional C block with the C00 combination of 3 subjects: Literature, History, Geography has been the original combination of many majors in the social sciences and humanities for many years. However, the fact that many universities announced the removal of this combination in the 2025 university entrance exam close to the time of the High School Graduation Exam has made students upset, confused, and worried.

Many opinions say that it is necessary for schools to adjust their admission methods and combinations to suit the High School Graduation Exam and training requirements, but it must be done according to a roadmap and ensure the legitimate rights of candidates.

Sharing with CAND Newspaper reporters about this issue, Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, said that the announcement by some universities to remove the traditional admission combination C00 is confusing students, causing disadvantages for candidates who use the results of the high school graduation exam for university admission.

According to Mr. Khuyen, the adjustment and change of admission combinations should have been announced by schools early so that candidates can be proactive because students still have the habit of choosing and reviewing for exams according to traditional, key combinations such as A00, B00, C00 and D00.

“In this case, the Ministry of Education and Training, as a state management agency, needs to speak up and require schools to make adjustments. If there are any changes in the enrollment plan and admission combination, they need to be announced early to ensure the legitimate rights of students. University autonomy must also be linked to accountability, not doing whatever one wants; it must come from the interests of learners, with learners at the center, not the school at the center,” Mr. Khuyen emphasized.
