
On June 16, 2025, the National Assembly Standing Committee issued Resolution No. 1672/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Lang Son province in 2025. According to the resolution, the whole province will arrange 194 commune-level administrative units into 65 grassroots-level administrative units. From July 1, 2025, the two-level local government will officially operate. Accordingly, 65 commune and ward Public Service Centers will be established to replace the old "one-stop" department of the People's Committees at the district and commune levels.
With the motto of "taking people as the center of service", the Provincial People's Committee issued Official Dispatch No. 1401 dated July 2, 2025 on improving the quality and efficiency of the operation of the communal-level Public Service Center. Accordingly, the People's Committees of communes and wards are required to pay attention to investing in and upgrading facilities and equipment; fully and publicly posting the list of administrative procedures at the center; fully arranging seats, drinking water, wifi, air conditioning, fans and other necessary conditions, creating a civilized, friendly and convenient environment for people to carry out public service procedures.
Mr. Nong Van Toan, Deputy Director of the Van Quan Commune Public Administration Center, said: Operating a 2-level government model, the Commune People's Committee has established the Commune Public Administration Center to receive and return results of administrative procedures to people and businesses. The center is arranged with an area of about 70 square meters, with full facilities and equipment, stable network connection, well meeting the working needs of officials, civil servants and people. Thanks to that, since its operation, the reception and return of results of administrative procedures at the center has always been smooth. Accumulated from July 2025 to now, the rate of records returning results before and on time has reached 99.61%. Through understanding, most people are very satisfied with the model of the commune's Public Administration Center.
Similarly, in the new Chi Lang commune, after the reorganization, the working headquarters of the People's Council - People's Committee of the commune was located at the old Chi Lang district People's Council - People's Committee. The new communal Public Service Center was arranged at the "one-stop" department of the old Chi Lang district People's Committee with a guaranteed area and modern facilities. The appropriate arrangement of the working headquarters of the communal Public Service Center has contributed to creating convenience for people when coming to carry out administrative procedures.
Ms. Hoang Thi Vu, Cay Hong village, Chi Lang commune shared: I think the arrangement of the place to receive and return the results of administrative procedures to people like that is very reasonable; it not only makes the most use of existing facilities but also has a spacious space for people and officials to conveniently exchange information when doing procedures.
It can be seen that the communal public service center plays an important role in implementing the two-level local government. This is the department closest to the people, directly receiving, guiding and resolving administrative procedures for the people. Thanks to the full arrangement of headquarters and facilities, the implementation of administrative procedures by the people always takes place smoothly and conveniently. From July 1 to now, at the commune level, 55,158 administrative procedure records have been received; 52,685 records have been resolved, of which 52,217 records were resolved before and on time, reaching 99.11%, while 468 records are overdue, accounting for 0.88%.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Service Center, said: Since its establishment, the communal public service centers in the province have quickly come into stable operation, becoming a reliable "destination" for people when they need to carry out administrative procedures. Notably, most of the centers are prioritized to be located in spacious headquarters, with spacious spaces, located in central locations, convenient for travel. Thanks to that, when people and businesses come to carry out administrative procedures, they are served in a civilized and modern environment, contributing to improving the quality and efficiency of the grassroots administrative apparatus.
With the close direction of the province and the proactive spirit of the commune-level government in prioritizing the arrangement of the PVHCC center's working headquarters, it has contributed to the effective implementation of administrative procedure settlement, creating convenience for people and businesses.
