Quang Nam has decided to change the admission method for 10th graders at non-specialized public schools after many years, from admission to entrance exams in 3 subjects: Math, Literature, English combined with admission based on the results of training and studying in 4 years of secondary school of students.

Besides the admission method, one of the issues that many people are interested in is the admission quota because this is the deciding factor in the nature of the race to enter grade 10.

The good news for many people is that this year's enrollment target is higher than previous years. Statistics from the Department of Education and Training show that the number of ninth graders in the province this year is more than 18,500 ninth graders, about 6,000 less than last year.

According to Mr. Thai Viet Tuong - Director of the Department of Education and Training, if the enrollment rate remains at 80% as last year, it will lead to waste of facilities and excess high school teachers.

“The Department of Education and Training calculated very carefully, worked with high schools, the Department of Education and Training and had opinions from the district People's Committee. The establishment of the quota was based on the teaching staff, facilities and classrooms of each high school. On that basis, the Provincial People's Committee advised the province's enrollment quota for the whole province to be more than 85% of the students studying in grade 9,” said Mr. Tuong.

Explaining further about the enrollment target, Head of the Department of Quality Management - Continuing and VocationalEducation of the Department of Education and Training - Mr. Do Quang Khoi said that for mountainous districts, the enrollment rate is determined to be higher than in the plains because there are many ethnic minority students but in the area there is only one high school so there are not many choices like in the plains.

Meanwhile, the delta localities have similar enrollment rates; only the two cities of Hoi An and Tam Ky have higher rates than other localities because they take into account the number of students from neighboring areas registering. However, with this year's enrollment plan, it is not possible to determine the number of students from neighboring areas registering because they are completely voluntary, unlike the previous mandatory zoning.

Concerns

Although the enrollment rate increased compared to last year, 15% of 9th grade graduates not being able to enter public 10th grade still makes many people wonder.

Furthermore, in the context of vocational schools not meeting the requirements in terms of training professions, curriculum, and even the age of the students being too young, and in reality, very few students are interested in vocational training. Therefore, many opinions suggest increasing the enrollment quota, creating favorable conditions for students to enter public grade 10.

According to Mr. Nguyen Huu Binh - Vice Chairman of Phu Ninh District People's Committee, it is necessary to increase the enrollment quota as proposed by high schools in the district because the facilities meet the requirements and the number of 9th grade students in the area is large.

A leader of the Hoi An Department of Education and Training also said that this year, Hoi An has 1,126 ninth graders, according to the enrollment zoning, Dien Ban and Duy Xuyen are added. Therefore, the enrollment target of 960 students including Hoi An and the border area is low, not meeting the learning needs of Hoi An children.

From another perspective, Vice Chairman of Tien Phuoc District People's Committee - Mr. Duong Duc Lin expressed concern that students had to travel too far to take the exam, such as in Tien Phuoc district, there is a commune that has to travel 25km to get to the exam site at Huynh Thuc Khang or Phan Chau Trinh High School. Meanwhile, the district police no longer exist, the commune police do not have traffic police, so traffic control is difficult.

In order to help students with good academic performance have more opportunities to enter grade 10, contribute to improving the quality of enrollment and also reduce the pressure of exams, this year, students are allowed to register for 2 high schools. However, some localities and schools are worried about being "broken".

Mr. Do Quang Khoi affirmed that this will not happen, because according to the regulations, the second choice is 2 points higher than the first choice, so those who register for the second choice and are admitted have a very high chance of passing the first choice. Moreover, the second choice is almost only for schools that do not have enough enrollment quota for the first choice.

According to Decision No. 1095 (April 25, 2025) of the People's Committee of Quang Nam province, the total enrollment target for grade 10 of 48 non-specialized public high schools for the 2025-2026 school year is 15,871.
