Strengthening measures to prevent drowning for children and students

Currently, the weather has entered the peak of the hot and summer season of 2025. In some localities, there have been cases of children having drowning accidents and dying from drowning, mainly due to the lack of attention and supervision from families when children go out to play, fish and bathe in ponds, lakes, rivers, streams, etc.

In order to minimize the number of children having drowning accidents and deaths due to drowning according to the direction of the Central agencies and the People's Committee of Lam Dong province, the Provincial Department of Health requests the People's Committees of districts and cities to continue to pay attention to directing, implementing drastic and effective measures to prevent and combat drowning for children. Strictly implement tasks and solutions to prevent and combat accidents, injuries, and drowning for children and students according to the direction of the Central and the Provincial People's Committee on continuing to strengthen the work of preventing and combating drowning for children and students.

Maintain and promote the effectiveness of the Children's Work Steering Committee at district and commune levels; strengthen inspection, monitoring and urging local authorities in implementing child drowning prevention work; at the same time, have effective solutions to overcome shortcomings and limitations in child drowning prevention work at the local level.

Promote and innovate propaganda work on preventing and combating child drowning accidents with diverse and rich content and forms suitable for each target group; propagate and mobilize families to commit to implementing solutions to prevent child drowning accidents, regularly care for and supervise children, proactively take children to swimming lessons and learn safety skills in the water environment.

Functional sectors and commune-level People's Committees seriously organize the review and timely detection of areas where drowning accidents often occur or are at risk of drowning accidents in the area to take proactive and timely preventive measures, ensuring safety for children such as: Covering wells, water tanks, domestic water containers, making fences, warning signs at lakes, ponds, rivers, streams, canals, family fish ponds, water holes that pose a risk of causing unsafety (family-dug water holes to store water for watering gardens, vegetables, flowers, etc.), deep, dangerous water areas, construction works under construction, etc.; for completed construction works, direct the review and filling of deep holes that have been dug during the construction process to ensure safety for people and children.

Set the target of reducing the number of children drowning in the area and attach the responsibility to the heads of localities and units; heads of all levels, agencies, units, and schools managing children must be responsible if children die from drowning accidents in their localities and units; strictly handle units and individuals who violate or lack responsibility in allowing children to drown; mobilize mass organizations and social organizations to take advantage of facilities, cultural houses, schools, sports fields, etc. to create conditions for children to participate in summer activities, ensuring safety in residential areas.

Allocate budget to ensure implementation of child drowning prevention and control work in localities; prioritize investment in construction and installation of swimming pools in communes, wards, towns, and schools to implement swimming teaching for children; mobilize socialization and implement projects to build safe playgrounds for children such as investing in building cultural houses, sports fields, and building swimming pools according to standards...

Organize training courses to improve knowledge and skills in preventing accidents, injuries, and drowning of children for staff working on children at commune and village levels, parents, caregivers, and children themselves; promptly organize visits, encouragement, and support for families with children who have died from accidents, injuries, and drowning...
