Strengthening direction, coordination and organization of exams in 2025

On April 23, 2025, the Provincial People's Committee issued Directive No. 04/CT-UBND on strengthening the direction, coordination, and organization of high school graduation exams and university and vocational education admissions in 2025.

Accordingly, 2025 is of special importance, the first year to organize the High School Graduation Exam (hereinafter referred to as the exam) and university and vocationaleducation admission (hereinafter referred to as admission) according to the 2018 General Education Program. Implementing Directive No. 37/CT-TTg dated October 7, 2024 of the Prime Minister on strengthening the direction, coordination, and organization of the High School Graduation Exam and university and vocational education admission in 2025. Continuing to promote the achieved results, proactively and actively preparing the necessary conditions, ensuring the improvement of teaching and learning quality; well organizing the exam and admission in 2025, the Chairman of the Provincial People's Committee requested departments, branches, People's Committees of districts, towns, cities, relevant agencies and units to focus on synchronously and effectively implementing the tasks and solutions set out, focusing on the following key contents:

The Steering Committee for the 2025 High School Graduation Exam of the province focuses on directing drastically, closely, and comprehensively to organize the exam well in the province to ensure safety, efficiency, seriousness, and compliance with the direction of the Government, the Prime Minister, the guidance of the Ministry of Education and Training and central ministries and branches, creating favorable conditions for candidates to participate in the exam.

The Department of Education and Training shall preside over and coordinate with agencies and units to carry out the following tasks: Directing, guiding, and inspecting the innovation of methods, organizing teaching and learning activities, reviewing, testing, and evaluating high school students and continuing education students during the teaching and learning process, especially grade 12 students according to the requirements of the 2018 General Education Program; ensuring all necessary elements for the exam, not allowing students, teachers, and general education institutions to be passive or have difficulties when participating in and organizing the exam.

Develop plans and fully prepare human resources, material resources, necessary conditions, especially plans to respond to unusual situations to organize the exam to achieve the set goals and requirements.

Timely issue and advise the Provincial People's Committee to issue documents directing and guiding the preparation and organization of the Exam, ensuring the requirements of thorough decentralization according to authority, clear content, clear process, clear responsibility and efficiency. Timely report and propose to the Exam Steering Committee, Chairman of the Provincial People's Committee, Provincial People's Committee on contents beyond authority.

Strictly implement the printing, copying, invigilation, grading, inspection, testing, announcement of test results, review of test papers and recognition of high school graduation.

Coordinate with vocational training institutions to carry out enrollment work; do a good job of career counseling, orienting learners to vocational education in accordance with the exam and the 2018 General Education Program.

Strengthen information and communication work before, during and after the exam, especially for students and parents, ensuring timeliness, completeness and transparency, contributing to creating participation, support and assistance from the people and consensus from society on the organization of the exam. Promote the application of information technology to serve the organization of the exam.

Focus on training on regulations and professional skills for those involved in organizing the exam; take the lead in coordinating the inspection and examination of the preparation and organization of the exam according to the instructions of the Ministry of Education and Training and the Government Inspectorate to ensure absolute safety, honesty, objectivity, and avoid errors and negativity.

The Provincial Police Department shall preside over and coordinate with the Department of Education and Training to develop plans and implement measures to ensure security and safety for the exam in accordance with the direction and guidance of the Government, the Ministry of Public Security and relevant ministries and branches. Disseminate and provide training on ensuring security and safety for the exam; proactively grasp the situation, prevent, detect and strictly handle violations of related laws, especially the purchase and use of high-tech equipment to cheat during the exam.

The Provincial Inspectorate sends people to participate in the Provincial Steering Committee, coordinates with the Department of Education and Training to develop and organize the implementation of the inspection and examination plan for the Exam under the direction of the Provincial People's Committee, the Ministry of Education and Training, and the Government Inspectorate.

The Department of Finance coordinates with the Department of Education and Training and relevant units to review and advise the Provincial People's Committee to consider and arrange funds for the exam; guide the Education sector to collect, spend and settle funds for the exam in accordance with regulations.

The Department of Health shall preside over and coordinate with the Department of Education and Training to direct and guide the preparation of conditions to ensure timely and effective health care for candidates, officials and teachers participating in the exam; strengthen the assurance of environmental hygiene and safety, food safety in the province, during the exam and around the exam locations.

The Department of Culture, Sports and Tourism, the Department of Science and Technology, and Ha Nam Newspaper promote timely, accurate, and complete dissemination of information about university entrance exams and admissions and vocational education.

The Department of Construction, Ha Nam Electricity Company, Provincial Post Office, Ha Nam Telecommunications and relevant agencies and units coordinate and create favorable conditions to ensure smooth traffic, power grid and communication during the organization of the Exams.

Propose that the Provincial Party Committee's Propaganda and Mass Mobilization Department guide information and direct press and propaganda agencies to strengthen propaganda about the preparation, organization and results of the exam.

The People's Committees of districts, towns and cities coordinate with the Department of Education and Training and relevant units to direct departments, branches, sectors, organizations and educational institutions to review, develop plans and mobilize necessary forces to ensure traffic safety, security and order, food safety, disease prevention and control, and create the most favorable conditions for candidates, staff and teachers to participate in the exam.

The Chairman of the Provincial People's Committee requests heads of relevant departments, branches, agencies and units, Chairmen of People's Committees of districts, towns and cities to seriously implement this Directive; if any difficulties or problems arise beyond their authority, they are requested to promptly report to the Provincial People's Committee (through the Department of Education and Training) for direction and resolution.
