In June, there must be technical and economic norms for the collection, transportation and treatment of household waste.

(DN) - On the morning of May 29, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang had a working session with departments, branches, localities, and enterprises on the collection, transportation, and treatment of domestic waste in the province.

Reporting at the meeting, Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, said that the whole province generates about 2.1 thousand tons/day, collects nearly 1.8 thousand tons/day to treatment areas and the landfill rate after treatment is less than 15%.

Some current limitations are that investment in transfer stations that meet construction and environmental requirements is still limited; 3/7 waste treatment areas have stopped treating household waste; many localities still owe businesses money for waste transportation and treatment because there are no technical and economic norms for collecting, transporting, and treating household waste as a basis for setting unit prices.

According to Mr. Toan, there are 4 issues that need to be resolved to effectively collect, transport and treat domestic waste, including: the district level completes the payment of transportation and waste treatment costs for businesses before July 1, 2025; the District People's Committee proactively works with waste collection, transportation and treatment units to agree on a plan to continue implementation when this task is assigned to the Commune People's Committee from July 1, 2025; the Department of Construction advises and proposes the Provincial People's Committee to direct the acceleration of investment in the construction of waste transfer stations when implementing a 2-level government; the Department of Agriculture and Environment promptly issues economic and technical norms for the collection, transportation and treatment of domestic solid waste.

After listening to the opinions of departments, branches and localities, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang requested that in June, the Department of Agriculture and Environment must submit technical economic norms for the Provincial People's Committee to consider and approve as a basis for building unit prices for various services.

Along with that, the Department of Agriculture and Environment is responsible for reviewing all work: classification, collection, treatment, investment in transfer stations, vehicle standardization, planning of waste treatment plants for power generation... and proposing solutions and implementation roadmap after merging with Binh Phuoc province.

The provincial leaders also requested the district-level People's Committees to promptly pay waste treatment fees from the beginning of the year until the time of abolishing the district-level administrative unit for enterprises. The Chairman of the district-level People's Committee shall be responsible for any localities that are slow in implementing. The Department of Finance shall take the lead in guiding the time to finalize the data to facilitate payment through the treasury.

From June 1, the People's Committee at the district level will classify household waste according to the new commune administrative unit. From July 1, in cases where there is no unit price for bidding on household waste collection and transportation activities, the commune administrative unit will sign a contract in principle and confirm the actual volume.
