After an afternoon of urgent, serious, democratic and responsible work, the Twenty-fifth Session (Special Session), the 14th Provincial People's Council has completed all the contents and programs set out. Based on the content of the Session's program, the delegates promoted their sense of responsibility, proactively studied documents, and agreed to pass 4 resolutions with high unanimity. These are resolutions of great significance to reorganize specialized agencies under the Provincial People's Committee. Along with that, at the Session, personnel work was also carried out according to authority to ensure proper procedures with high consensus and unity of the delegates. On behalf of the Standing Committee of the Provincial People's Council, we would like to congratulate the comrades assigned by the Provincial Party Committee - People's Council - Provincial People's Committee to hold important positions in specialized agencies under the Provincial People's Committee; at the same time, we would like to express our deep gratitude to the comrades of the Provincial People's Committee for excellently completing their tasks.

Dear delegates!

Immediately after this Session, in order to organize and implement the resolutions of the Provincial People's Council in a timely and effective manner, we request that the agencies of the Provincial People's Council, the Provincial People's Committee, departments, branches, localities and delegates of the Provincial People's Council pay attention to and focus on implementing well the following key contents:

Firstly, continue to closely follow the Resolutions and conclusions of the Central Committee, the National Assembly, the Government, and the Provincial Party Committee to complete the arrangement of the internal apparatus of agencies and units in the province. On the basis of the Central Committee's regulations, promptly study and promulgate regulations on the organization of the apparatus and specific tasks and powers of specialized agencies at their level after implementing the arrangement according to the provisions of law to ensure that agencies and units promptly deploy tasks according to the new organizational model, operate immediately, continuously, effectively, efficiently, without legal gaps.

Second, after the reorganization and merger, the departments and branches need to do a good job in political and ideological work, promptly resolve the regime and policies for cadres, civil servants, public employees, and workers, reorganize the staff to ensure impartiality and objectivity, and meet the requirements and tasks well, and focus on continuing to train and improve the quality of human resources to meet the long-term and requirements of the tasks after the reorganization and streamlining of the organization and apparatus must be better. Seriously hand over records and documents, review the arrangement of financial headquarters, assets, equipment and necessary conditions to ensure savings and efficiency, and avoid waste; fully disseminate and inform the people, create the most favorable conditions for collectives, individuals, and businesses, and ensure the legitimate rights and interests of the people.

Third, for comrades who have been trusted by the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee - People's Council - Provincial People's Committee, and assigned important tasks to lead agencies and units after the arrangement and merger, they need to continue to uphold the exemplary spirit, responsibility, and dedication of the leader, promptly lead and direct the apparatus, immediately focus on professional tasks to promptly advise the Provincial Party Committee - People's Council - Provincial People's Committee to lead, direct, and successfully complete socio-economic development tasks, focusing on key tasks so that we can concentrate on striving to achieve the growth target of 8.5% in 2025.

Fourthly, 2025 is of great significance, a year of acceleration, breakthrough, and completion in implementing the Congress Resolution; a year of perfecting the organization and reorganizing the state apparatus, with a huge amount of work and a new apparatus. I propose that the government, the Fatherland Front and organizations from the province to the grassroots promote the spirit of solidarity, unity, focus on leadership, and direct the synchronous implementation of tasks and solutions to create new breakthroughs and strong changes in the socio-economic development of Thai Nguyen province in 2025, creating a premise for the 2025-2030 term.

The Twenty-fifth Session (Special Session), the XIV Provincial People's Council has completed the proposed content and program. On behalf of the Provincial People's Council, I would like to sincerely thank the Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, the close coordination of the Provincial People's Committee, the Provincial National Assembly Delegation, and the Fatherland Front Committee for their active contributions, high consensus and unity.
