Towards the 50th anniversary of the founding of the Vietnam Forest Ranger Force (May 21, 1973 - May 21, 2023), in recent months, the Mobile Forest Ranger and Forest Fire Prevention and Fighting Team No. 1 under the Provincial Forest Ranger Sub-Department has strengthened inspection, control, prevention, arrest, and handling of violations of the law in the forestry sector on National Highway 1A through Thanh Hoa province and the intra-provincial route to Thanh Hoa city; fulfilling its role as a specialized forest fire prevention and fighting force of the Thanh Hoa Forest Ranger Sub-Department.

Over the years, the Mobile Forest Ranger and Fire Prevention Team No. 1 has always been the leading unit in the fight against forest product smuggling and fire prevention of the Thanh Hoa Provincial Forest Ranger Force. Regarding the fight against forest product smuggling, the unit has organized inspections, controls, preventions, arrests, and fined thousands of administrative violations, transferred dozens of violations in the forestry sector to competent authorities for criminal prosecution, contributing to increasing the State budget revenue from administrative violation sanctions of hundreds of billions of VND. Regarding fire prevention and control, the unit has always completed its tasks excellently when being mobilized by superiors to participate in forest fire fighting in key fire areas of the province.

Learning from the reality at the Mobile Forest Ranger & PCCCR Team No. 1, we learned that the current situation of illegal transportation of forest products, especially wild animals (WWI) from the Central provinces and the Central Highlands through Thanh Hoa is complicated. Due to the high profits from illegal forest product and wildlife trading, smugglers have used many sophisticated and cunning tricks, the activities of "forest bandits" are reckless to avoid control and arrest by the authorities. They have taken advantage of a group of people in the province to lead the subjects transporting wildlife into crossroads and shortcuts in residential areas, causing many difficulties for the authorities in the process of performing their tasks... On the other hand, taking advantage of the nationwide communication system, "forest bandits" also hire local people to constantly follow the activities of the forest rangers. When the unit's vehicle leaves the agency, they follow or contact the transporters to flee. When detected and stopped for inspection, these subjects often do not comply but fiercely obstruct and even use weapons to fight back, affecting the health and spirit of forest rangers. When being chased, they swerve and weave, endangering the forest rangers and people participating in traffic...
In order to strengthen the combined strength in the fight against the smuggling of forest products and wildlife, recently, the Mobile Forest Ranger and Fire Prevention Team No. 1 has proactively and effectively coordinated with units under the Provincial Police in effectively performing the task of fighting against the smuggling of forest products and wildlife from the Central provinces and the Central Highlands through Thanh Hoa. The team has proactively built an information network from the South to the North among the people, continuously innovated reconnaissance work, information collection, patrol methods and relied on the authorities and the eyes and ears of the people to accurately detect new tricks and destroy dangerous forest product trafficking rings of "forest bandits".

Mobile Forest Protection Team and PCCCR Team No. 1 and functional units have coordinated to quickly and legally resolve complicated cases, arrest and handle many violations of trading and transporting forest products and wildlife from the Central provinces and the Central Highlands through Thanh Hoa. At the same time, forest products are managed, evidence is protected after processing, and the import and export regime is in accordance with principles and regulations, preventing loss or shortage.
As a result, in the first quarter of 2023, Mobile Forest Ranger & Fire Prevention Team No. 1 arrested and handled 8 violations, collecting 432,473,000 VND to the State budget. The outstanding result is that forest security in the province has been maintained and is relatively stable, provincial roads and National Highway 1A (through the province) are strictly controlled, violations of the Forestry Law are detected early and handled in accordance with regulations.

However, due to the high profits from illegal trading of forest products and wildlife, the fight against forest product smuggling faces many difficulties. When detected, arrested and handled, the subjects are often very reckless, reckless, and use any means to avoid violations. On the other hand, the traffic conditions are developed, with National Highway 1A and inter-district, inter-commune and river routes in the area, facilitating traffic, but the work of inspection, control and combating forest product smuggling also faces many difficulties.

In addition to the task of combating illegal logging, smuggling of forest products and wildlife, since the first months of 2023, Mobile Forest Ranger Team No. 1 has proactively implemented specific forest fire prevention and control plans for each key forest area with high risk of forest fires in the province. Coordinate with forest rangers to clearly identify key forest fire areas and develop maps of key forest fire areas. Regularly provide professional training for civil servants and contract workers. Organize inspection and maintenance of machinery, equipment, and forest fire prevention and control vehicles in conjunction with organizing training courses on the use and operation of forest fire fighting machinery and equipment for officers and forest rangers. Assign a force to be on duty 24/7 on days when there is a risk of forest fires of level III or higher. 100% of the unit's specialized PCCCR force has proficiently used the provided forest fire fighting machinery and equipment, ensuring that when mobilized, they are ready to effectively carry out forest fire fighting tasks . In addition, a logbook for management, monitoring, inspection, maintenance, and repair of PCCCR machinery and equipment is also established; a logbook for updating information on forest fires; a logbook for assigning PCCCR command; a logbook for monitoring key areas at risk of forest fires in the area. Closely coordinate with key forest fire units to inspect the PCCCR situation; organize mobile propaganda in key fire communes; always have forces, vehicles, machinery, and tools ready to promptly participate in forest fire fighting when mobilized by superiors.
