The year 2010 marked the beginning of friendly cooperation activities in the health sector between the two provinces when a working delegation from the Department of Health of Vientiane province visited and worked with the Department of Health of Lao Cai province.
Since then, four working delegations from the Department of Health of Vientiane province and three working delegations from the Department of Health of Lao Cai province have visited, exchanged and shared experiences in the fields of medical examination and treatment, disease prevention, reproductive health care, family planning and health system management.
Not only exchanging and sharing work experiences, the health sector of the two provinces has had many meaningful and practical activities, such as: training; training support, medical equipment, free medical examination and treatment...
In 2012, Lao Cai trained two doctors from Vientiane province on some basic testing techniques, water testing, food safety and hygiene, and reproductive health care at the Center for Preventive Medicine, Center for Reproductive Health Care, and the Provincial Food Safety and Hygiene Department.
In 2024, Lao Cai will continue to organize continuous training to improve knowledge and skills in reproductive health care and family planning for commune-level health workers in Vientiane province.
In 2018, a working delegation of the Lao Cai Provincial Department of Health organized free medical examination and treatment for 450 people in disadvantaged areas of Na Muong commune, Van Vieng district, Vientiane province.
In particular, during the Covid-19 epidemic, the Lao Cai Provincial Department of Health provided equipment, chemicals and experience in epidemic prevention, helping Vientiane Province improve its capacity to respond to the epidemic... That demonstrates the spirit of solidarity, mutual support, sharing and helping each other in difficult times.
On the occasion of 15 years of medical cooperation between Lao Cai and Vientiane provinces and the 63rd anniversary of the establishment of diplomatic relations between Vietnam and Laos, the Lao Cai Provincial Department of Health organized a conference to deploy friendly cooperation activities in health between the Lao Cai Provincial Department of Health and the Vientiane Provincial Department of Health in 2025.
At the conference, the two sides exchanged and shared experiences in implementing the autonomy mechanism for public health facilities; improving the quality of preventive medicine work associated with innovation of the grassroots health system; strengthening the management and treatment of common non-communicable diseases at grassroots health facilities...
Regarding cooperation activities in the following years, Lao Cai Health sector is ready to welcome medical staff of Vientiane province to study and improve their expertise in clinical and paraclinical fields, improve hospital quality, digital transformation...
Assessing the cooperative relationship over the past 15 years, Mr. Hoang Quoc Huong - Director of Lao Cai Provincial Department of Health emphasized: "The health sector of the two provinces has maintained a close cooperative relationship with many professional exchange activities and practical support in people's health care. The cooperation results between the health sector of the two provinces in the past time are vivid evidence of the special friendship and solidarity between Vietnam and Laos. This is an important foundation for the health sector of the two provinces to continue to effectively implement cooperative activities in the new period, contributing to improving the quality of people's health care".
Appreciating that deep affection, Comrade Van Pheng Phanthanalai - Director of the Department of Health of Vientiane province pledged to continue promoting extensive and substantive cooperation for the cause of health care for the people of the two provinces.

The friendly cooperation activities in 2025 once again demonstrated the practical effectiveness and close, good relationship of the health sector of the two provinces of Lao Cai - Vientiane, especially raising the level and marking a new step of development. The increasingly developing, substantial, and sustainable relationship has contributed to building and perfecting a synchronous health network from the province to the grassroots, gradually modernizing, increasingly better meeting the health care needs of the people of the two localities.
