Strengthening the prevention and combating of crimes and violations of laws related to gambling and gambling organization activities.

Crimes of organized gambling and gambling are becoming more complex, especially in cyberspace.

The Directive clearly states that in recent years, the situation of organized gambling and gambling crimes has become more complicated, especially in cyberspace, with increasingly serious nature, level, and consequences, diverse in composition and age, occurring in most localities, causing many consequences and being the cause of many other types of crimes. The main ringleaders are overseas, taking advantage of science and technology, colluding with Vietnamese people to form a large-scale gambling organization line, with hundreds of thousands of participants. Many foreigners enter the country, using locations in Vietnam as intermediaries to set up and manage betting websites to organize gambling over the Internet in third countries; the situation of Vietnamese people going abroad to gamble or become agents, employees of betting companies, bookmakers, casinos, negatively affecting security and order.

The main causes of the above situation are: Propaganda and dissemination work for identification and prevention is still limited and not very effective. A part of the masses has limited awareness and is not vigilant, allowing criminals to take advantage of and lure them. Some provisions of the Penal Code related to organized gambling and gambling crimes have not been specifically guided. State management in some areas still has loopholes and shortcomings for organized gambling and gambling crimes to take advantage of; coordination between agencies, sectors and levels is not synchronous, tight and not very effective; Party committees and leaders of some localities are not determined in directing the prevention and handling of organized gambling and gambling activities; have not focused on investing in equipment, training and fostering high-tech human resources to meet the requirements and tasks in the new situation. International cooperation and coordination with competent authorities of other countries in preventing, combating and handling organized gambling and gambling crimes are still limited, facing many difficulties and lasting due to differences in laws and the lack of international treaties on judicial assistance with some countries.

Vocational training, loan support... to give people suitable job opportunities, reduce idle time

To strengthen the prevention and fight against crimes and violations of the law related to gambling organization and gambling activities to ensure security and order, the Prime Minister requested ministries, agencies and localities to focus on implementing the following key tasks:

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, based on their functions and tasks, continue to thoroughly grasp and strictly implement the Party and State's directives on crime prevention and control, ensuring security and order in general and crime prevention and control, and violations of the law related to gambling organization and gambling activities in particular.

Strengthening propaganda, dissemination of legal education, raising people's awareness in preventing and combating crimes and violations of the law related to gambling and gambling organization activities; vocational training, loan support... so that people have job opportunities suitable to their needs and abilities, increase income, and reduce idle time.

In addition, improve the effectiveness and efficiency of state management of security and order, and specifically define the responsibilities of leaders of Party committees and authorities in preventing and combating crimes and violations of the law related to gambling and gambling organization activities. Cadres, civil servants, public employees, employees, and armed forces must set an example of upholding their spirit, responsibility, and law enforcement; and resolutely and strictly handle violations.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, within the scope of their functions and tasks, shall preside over or coordinate the review, promulgate according to their authority or propose the development, amendment, supplementation and completion of legal provisions related to the prevention and combat of crimes and violations of the law related to gambling and gambling organization activities, especially in areas that are prone to arise or have loopholes for criminals to exploit.

Deploying high-profile attacks and destroying gambling rings

The Prime Minister assigned the Ministry of Public Security to advise and propose to Steering Committee 138/CP to strengthen direction, inspection, urging, and guidance for ministries, branches, organizations, and localities to coordinate in preventing, combating, and handling crimes and violations of the law related to gambling and gambling organization activities; coordinate with agencies and localities to do a good job of social prevention, promote propaganda, disseminate methods, tricks, and harmful consequences, and raise awareness and responsibility for cadres, civil servants, public employees, employees, and people of all walks of life.

The Ministry of Public Security shall preside over and coordinate with ministries, branches and localities to identify loopholes and shortcomings in state management of security and order, and relevant legal documents that cause difficulties in preventing, combating, investigating and handling crimes and violations of the law related to gambling and gambling activities; promptly advise and propose solutions to overcome them. Designate focal units to coordinate in receiving and handling suspicious transactions related to gambling and gambling activities.

Strengthen the work of grasping the situation, promptly detecting and strictly handling gambling and gambling organization; continue to promote the process of integrating the National Population Database with database systems of ministries and branches to improve the effectiveness of crime prevention and control; deploy high-point campaigns to attack, suppress and destroy criminal networks and gangs operating in gambling and gambling organization; effectively carry out the work of receiving and handling denunciations, crime reports, and recommendations for prosecution related to gambling and gambling organization.

Do a good job of immigration management, promptly detect, prevent, combat and handle foreigners entering Vietnam to gamble, organize gambling and Vietnamese people leaving the country to gamble, organize illegal gambling; improve the effectiveness of international cooperation in the fight against crimes, violations of laws related to gambling organization and gambling activities; increase investment in funds and modern equipment; improve the capacity and qualifications of cadres and experts in the work of preventing, combating and handling crimes of organizing gambling and gambling.

Strictly manage the appraisal of online game scripts

The Prime Minister requested the Ministry of Information and Communications to strengthen state management of online electronic games, strictly manage the appraisal of online electronic game scripts, and strictly handle individuals and organizations that take advantage of online electronic games to organize gambling and gamble for illegal profits.

Strengthen management of advertising content posted in newspapers, cyberspace, publications, integrated advertising on postal, telecommunications, and information technology products and services; prevent and delete articles, content, images, etc. of illegal advertising related to gambling and gambling organization activities.

The Ministry of Information and Communications directs telecommunications and Internet service providers to block and remove websites, links, and applications related to gambling and gambling activities in cyberspace when requested by competent authorities; strictly manage Internet and mobile subscribers (3G, 4G, 5G), ensuring that active subscribers have information that complies with regulations and matches the National Population Database; review, inspect, and deploy solutions to authenticate, suspend or revoke violating subscribers, and remove "junk" SIMs to prevent criminals from taking advantage of gambling and organizing gambling.

Direct telecommunications, Internet, and social network providers to coordinate in complying with the requests of competent authorities. Direct businesses to have solutions and measures to fully store personal information, data on service users' relationships, and data created by service users in Vietnam (including 3G, 4G, 5G Internet services); ensure that they can be looked up to serve verification and investigation in accordance with legal regulations and promptly coordinate in providing information to competent authorities upon request. The minimum information storage period is 12 months.

Directing post offices of provinces and centrally run cities to strengthen inspection, supervision, detection, prevention and handling of activities that take advantage of postal services to distribute propaganda documents and invite gambling when detecting risks or upon request of competent authorities. Directing telecommunications service providers to strengthen management and control of the issuance and use of mobile information service payment cards, not allowing subjects to take advantage of online gambling payment activities.

Coordinate with the Ministry of Public Security to direct press agencies and grassroots information systems to strengthen information and propaganda work on Party and State directives on preventing and combating crimes and violations of laws related to gambling organization and gambling activities.

Enhance screening to detect suspicious transactions

The State Bank of Vietnam is assigned to research, review, amend and supplement regulations to facilitate the development of non-cash payments, apply technology in developing banking products and services while ensuring security, safety and confidentiality in banking activities.

The State Bank of Vietnam directs credit institutions, foreign bank branches, and payment intermediary service providers to coordinate with units of the Ministry of Public Security, ministries and branches in preventing and combating crimes and violations of the law related to gambling and gambling activities quickly and promptly; strengthen screening and detection of suspicious transactions to take measures to handle and provide information to the Ministry of Public Security to serve the fight and handling; proactively screen, detect and coordinate with relevant ministries and branches to strictly handle acts of renting, leasing, borrowing, lending, buying and selling, opening bank accounts and e-wallets.

The State Bank of Vietnam shall coordinate with the Ministry of Public Security and the Ministry of Information and Communications to study signs of suspicious transactions related to gambling and gambling organization activities; coordinate with the Ministry of Public Security and relevant ministries and branches to assess shortcomings and propose solutions to improve the effectiveness of prevention and handling of suspicious transactions with signs of being related to gambling and gambling organization activities.

Inspect and examine casino, electronic game and betting businesses

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and branches to strengthen the management, inspection and examination of businesses operating casinos, electronic games with prizes for foreigners, and betting on horse racing, dog racing and international football.

The Ministry of Finance shall preside over and coordinate with ministries and branches to study the necessity and feasibility of expanding the scope of subjects allowed to participate in some types of legal betting and new types of betting that can be legalized to meet the practical situation; coordinate with localities to strengthen the management of lottery business activities, not allowing subjects to take advantage of organizing gambling and gambling in the form of buying lottery numbers, lottery numbers or distributing lottery tickets in the wrong way.
