Strengthening management of private medical and pharmaceutical practice

The strong development of the private medical and pharmaceutical sector in the province has contributed to supplementing resources, expanding the health service system, and meeting the increasing health care needs of the people. However, the rapid increase in the number of medical facilities has also brought about many shortcomings, requiring the strengthening of management and supervision to ensure the safety of people when accessing private health services.

By 2024, the province will have more than 800 licensed private medical and pharmaceutical establishments, including general and specialized clinics, pharmacies, drug stores, and medical service establishments. The rapid increase in the number of establishments poses many challenges in terms of professional quality, professional ethics, and compliance with the law.

Through annual inspections and audits, it is found that there are still some establishments that do not fully comply with regulations such as operating beyond the scope of expertise, unqualified human resources, and inadequate facilities. Some pharmaceutical businesses also violate regulations by selling drugs without prescription, of unknown origin, or by false advertising.

Strengthening the management of private medical and pharmaceutical practice, in 2024, the provincial health sector organized more than 120 inspections and checks at private facilities, sanctioning nearly 40 establishments for violations with a total fine of hundreds of millions of VND. The main violations include practicing beyond the scope of expertise, not ensuring facilities, and trading in drugs that do not meet quality standards or have unclear origins.

From 2024 to present, the Department of Health Inspectorate has issued 13 decisions to sanction administrative violations against 5 organizations and 8 individuals with a total fine of more than 519 million VND. Of which, 3 medical facilities were suspended for 18 months, 1 general clinic had its operating license revoked for 3 months, and an individual had his practice certificate revoked for 22 months.

Along with strictly handling violations, the Department of Health always focuses on implementing propaganda, training, and guiding owners of private medical and pharmaceutical establishments to update legal regulations, professional procedures, and professional ethics. At the same time, it requires establishments to proactively develop periodic self-inspection plans, and enhance the sense of responsibility in professional activities and medical services.

In addition, to improve management efficiency, the Department of Health promotes the digitization of information of private practice establishments, updating it into management software connected to the Drug Administration and the national monitoring system to help closely monitor practice information, violation handling history and look up online. Private practice establishments are also required to fully update data on the National Public Service Portal, ensuring publicity and transparency.

According to the leaders of the Department of Health, to overcome some ongoing limitations such as the lack of human resources for inspection work, especially at the district level; feedback from the people has not been effectively exploited; some localities are still confused in handling inter-sectoral issues, the Department of Health has advised the Provincial People's Committee to issue many mechanisms and policies to support improving the quality of private healthcare, and at the same time propose to perfect the system of legal documents and practice criteria in accordance with reality.

The focus in the coming time is to effectively implement the Project to enhance health care and protection for people in the province for the period 2021-2025, with a vision to 2035, including the content of building a unified and modern management model, applying information technology to monitor and support private medical facilities to develop sustainably.

The Department of Health strengthens coordination with the police, market management, and local authorities in interdisciplinary inspections; develops a mechanism to receive violations through hotlines and social networks in a transparent and accessible manner.

Developing the private medical and pharmaceutical system is an inevitable trend in the process of socializing healthcare to effectively mobilize non-budgetary resources for people's healthcare. However, for this sector to develop in the right direction and healthily, it requires drastic management by functional agencies, close coordination between sectors and levels, especially the supervision role of the people themselves. Thereby, bringing the activities of private medical and pharmaceutical establishments into order, creating trust for patients, contributing to improving the quality of medical services and protecting the legitimate rights of the people.
