Strengthening the Party's leadership and people's participation in drug prevention and control

DTO - On April 17, the Central Public Security Party Committee held a conference to disseminate Conclusion No. 132 dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36 dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. The conference was connected online to the People's Committees at the provincial, district and commune levels in 63 provinces and centrally-run cities.

The conference was chaired by comrades: Tran Cam Tu - Politburo member, Standing member of the Secretariat; Le Thanh Long - Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control; General Luong Tam Quang - Minister of Public Security.

Leaders of the Provincial People's Committee and provincial departments, branches and sectors attended the conference at the Dong Thap Provincial People's Committee bridge point.

Attending the conference at the Dong Thap Provincial People's Committee bridge, there were comrade Tran Tri Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Colonel Nguyen Van Hieu - Director of the Provincial Police and leaders of relevant provincial departments, branches and sectors.

After 5 years of implementing Directive No. 36 dated August 16, 2019 of the Politburo, the whole country has achieved positive, outstanding and important results. Party committees, authorities and organizations from the central to local levels have organized to disseminate, lead and direct the timely and serious implementation of Directive No. 36; creating positive changes in awareness and action; mobilizing the combined strength of the entire political system and all classes of people to participate in drug prevention, control and combat. The Central Party Committees, Provincial Party Committees and City Party Committees have had many good, creative and effective ways of leading, directing and organizing the implementation of the Directive.

Propaganda and education on drug prevention and control have been promoted, innovated, diversified in content and form, and focused on grassroots areas, increasing the application of 4.0 technology; many effective drug prevention and control models have been built, deployed, and replicated at grassroots areas.

The fight against drug-related crimes has been carried out vigorously and effectively. The police force has promoted its leading and core role, closely and effectively coordinated with specialized forces of the army and customs to well organize the work of grasping the situation, synchronously deploying solutions to prevent and combat drugs, detecting, combating and seizing large quantities of drugs, contributing to limiting the "supply" of drugs.

The number of drug-related crimes detected and arrested was higher than the period before the Directive was implemented (21.83% more cases and 21.95% more subjects; 24.69% more kilograms and 68.56% more pills of synthetic drugs were seized; 32.48% more new cases were prosecuted and 39.94% more defendants were prosecuted). Many drug crime rings and organizations operating across the country, across provinces and across countries were dismantled. Investigation, prosecution and trial of drug-related crimes were conducted promptly, strictly, in accordance with the law and achieved a high rate (97.3% of cases and 96.6% of defendants)...

At the conference, Deputy Prime Minister Le Thanh Long thoroughly grasped the basic content of Conclusion No. 132 dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36 dated August 16, 2019 of the Politburo and the Government's Plan to implement Conclusion No. 132.

Leaders of central ministries, branches and localities discussed and made recommendations on issues related to the review and management of addictive substances, drug rehabilitation and management of post-rehabilitation drug addicts; solutions to diversify investment resources for drug prevention, control and combat; solutions to improve and promote drug prevention and combat propaganda;...

Speaking at the conference, Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat acknowledged and highly appreciated the achievements of agencies, units and localities in implementing Directive No. 36 dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. These results have significantly contributed to ensuring social order and safety, effectively serving the cause of socio-economic development of the country.

Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat emphasized that in the coming time, central and local ministries, branches need to continue to strengthen the leadership of the Party, the active participation of the people in drug prevention, control and combat, considering this an important and regular task and must be carried out with the highest determination. Heads of local Party committees and authorities must be responsible to the Party, the Government and the People for drug prevention, control and combat work in the assigned areas. Along with that, it is necessary to improve and promote the propaganda work on drug prevention and control among members of organizations and people of all walks of life; focus on building and replicating good models in drug prevention and control...
