According to the direction, the assigned agencies and units must urgently review and advise on the issuance of documents specifying the regulations of the Central Government; in case there is no policy, they must propose it no later than September 30, 2025, so as not to delay and affect the operation of the 2-level model. At the same time, continue to review local legal documents, especially those related to decentralization and delegation of power in the financial sector, to promptly amend and supplement them accordingly.
Regarding finance and budget, the Department of Finance is assigned to review unallocated or unused funds to adjust for urgent tasks such as investment and upgrading of commune-level facilities. At the same time, coordinate with relevant units to promptly supplement operating funds, ensure payment of social security regimes and policies, and speed up the disbursement of public investment capital. The province also studies specific financial mechanisms for each type of administrative unit in the 2-level model, and reports to the Ministry of Finance for submission to competent authorities for consideration.
The People's Committees of communes and wards are responsible for allocating and implementing budget estimates in accordance with regulations; perfecting the financial apparatus, arranging qualified personnel for the positions of chief accountant and accountant in charge before December 31, 2025; coordinating with the State Treasury to open accounts and ensure timely payment of regular expenses, not affecting the interests of organizations and individuals.
Regarding public asset management, the Department of Finance shall take the lead in coordinating with sectors and localities to organize and handle headquarters and public assets after the merger; review and develop plans to handle surplus assets, ensuring publicity, transparency, and preventing loss. Agencies and units must classify and effectively use existing assets, arrange resources for preservation, and prevent damage, especially during the rainy and stormy season.
In addition, the Department of Science and Technology coordinates with the Department of Finance to develop a budget for science, technology, innovation and digital transformation in 2026; the Department of Construction, the Department of Agriculture and Environment, and the People's Committees at the commune level urgently adjust related planning and plans to serve the arrangement and handling of real estate. The Department of Finance is assigned to be the focal point to synthesize difficulties and problems in the fields of finance, budget, and investment at all levels, report to the Ministry of Finance for timely resolution and organize training to improve the capacity of grassroots officials.
