The “Provincial Government Dynamism” index is one of 10 component indexes to evaluate the Provincial Competitiveness Index (PCI). This index has a weight of up to 15%, greatly affecting the position of provinces and cities on the PCI rankings. In 2024, Gia Lai 's “Provincial Government Dynamism” index only reached 5.54 points, down 0.56 points, down 1 rank compared to 2023 and ranked 61/63. Of the 9 sub-indexes, 5 sub-indexes decreased in rank and 4 sub-indexes increased in rank; and no sub-index was in the top 30 provinces and cities.
Some sub-indices that businesses do not rate highly, such as the rate of businesses believing that local leaders have taken action to implement their commitments to improve the business environment is only 60%, down 7 places and ranked 59/63. Only 34% of surveyed businesses agree that the policies of the province and city on facilitating business operations are stable and consistent, this index decreased 6 places, ranked 55/63. Or the rate of surveyed businesses assessing the criteria of departments and branches not properly implementing the policies of provincial leaders is very high compared to the whole country, up to 63%, this sub-indice is ranked 57/63 and down 43 places compared to 2023...
Mr. Le Trong Tan - Director of Trong Tan Company Limited (Bien Ho Commune, Pleiku City) commented: "Enterprises are very interested in the PCI competitiveness index, because this partly reflects the investment and business environment of the province. The results of the assessment of "Provincial Government's Dynamism" this time show that the direction of the Provincial People's Committee leaders has not been fully received and implemented by the subordinate agencies. I think one of the reasons is the fear of responsibility and lack of courage to do it."
However, through the survey, there are still notable bright spots such as 53% of businesses agreeing that the provincial government has a positive attitude towards the private sector, although this rate is not high compared to the whole country, it has increased by 29 levels, ranking 32/63 provinces and cities, showing that the provincial government always cares and directs relevant agencies to strengthen support for businesses in both quality and quantity.
68% of surveyed enterprises agreed with the provincial government, up 25 places, ranked 38/63, showing that the Provincial People's Committee is proactive, creative and flexible, always has appropriate solutions to care for and support businesses in the face of changes in policies from the Central Government. And 68% of surveyed enterprises agreed that difficulties and obstacles are promptly resolved through dialogues and contacts with businesses in the province. Although compared to the whole country, this sub-index is not high in both the assessment rate and the ranking (45/63), but with an increase of 18 places compared to 2023, it is a process of directing and leading units to strive, build plans, support businesses and receive recognition from the business community.
According to Plan No. 1451/KH-UBND of the Provincial People's Committee on overcoming shortcomings, limitations and improving and enhancing the Administrative Reform Index, People's Satisfaction Index for the services of state administrative agencies of Gia Lai province in 2025, the province will deploy, maintain and update the e-Government Architecture with the goal of upgrading the Gia Lai Provincial Digital Government Architecture version 3.0 according to the Gia Lai Provincial Digital Transformation Project to 2025 and the Gia Lai Provincial Digital Transformation Plan in 2025, at the same time, conduct a review to upgrade the Vietnam Digital Government architecture framework, version 4.0.
Along with that, dialogues and forums between provincial leaders and people and businesses are organized to promptly resolve recommendations and proposals from people and businesses. The province continues to innovate methods and diversify communication channels to listen to opinions and proposals and improve the quality of dialogue between provincial leaders and the business community. The province also requires departments, branches and localities to raise awareness throughout the entire government system about the task of improving the investment and business environment and developing enterprises, thereby unifying the viewpoint of action from the province to the district and departments, branches and sectors to resolutely implement and accompany businesses.
To continue creating an attractive investment environment and improving competitiveness to attract investment, Mr. Do Viet Hung - Director of the Department of Finance - said: "The Department assigned the Department of Enterprises and Collective Economy to coordinate with relevant agencies and units to select topics, prepare content, advise the Department's leaders to propose to the Provincial People's Committee to organize dialogues and forums between provincial leaders and people and businesses. After the dialogues and forums, the Department will advise the Provincial People's Committee to issue documents directing the resolution of recommendations and proposals; together with departments, branches and localities according to their functions, tasks and authority, proactively resolve recommendations or proposals".
