Speed up the completion of tasks before the end of district-level activities

The content focused on the implementation of the socio- economic development plan for May and the first 5 months of 2025; the implementation of the apparatus arrangement, system streamlining, and administrative unit arrangement; state budget collection in the province; implementation and disbursement of public investment capital plans, national target programs; site clearance, management of resources, minerals, land exploitation, landfill, waste treatment; the situation of receiving citizens, handling complaints and denunciations and some issues of concern. The report at the conference stated that the province's socio-economic situation in May and the first 5 months of 2025 continued to have many positive changes. State budget revenue as of May 26, 2025 is estimated to reach more than 11 trillion VND, equal to 64.6% of the estimate. The total value of disbursed investment capital by May 31, 2025 reached more than 2,601 billion VND, equal to 33.11% of the plan.

The provincial departments, branches, districts, towns and cities have well organized and implemented the arrangement and reorganization of administrative units at all levels and built a model of 2-level local government organization; the organization of collecting public opinions on the project of merging provinces and merging communes achieved a high consensus rate; at the same time, they have deployed the review and inventory of assets, records, documents, working headquarters, etc.

Chairmen of People's Committees of districts, towns and cities have done a good job of receiving citizens and handling petitions; have focused on directing and resolving arising cases under their authority. The whole province has organized to receive more than 600 people requesting to resolve 496 cases. The work of site clearance has been highly focused on by localities.

Comrade Dang Dinh Hoan informed about the implementation of tasks in the area.

According to Mr. Dang Dinh Hoan, Chairman of Bac Giang City People's Committee, the city has directed the work of site clearance and project settlement; resolving each group of issues. Up to now, 36% of the total public investment capital has been disbursed. The city launched a 90-day site clearance campaign, thereby clearing 10/55 projects, expected to be completed in June with a total area of about 600 hectares. Similarly, in Viet Yen town, many projects with site clearance problems have been resolved completely, but some projects have high consensus among the people but the investors do not have enough funds to pay.

According to Mr. Dao Cong Hung, Acting Chairman of the People's Committee of Luc Ngan district, the locality focuses on the promotion and consumption of lychee. It has developed plans and organized working groups to work with wholesale markets, supermarkets, authorities, businesses... to create a green space for lychee, promoting the product to some new markets. In particular, in early June this year, the district organized a promotion program in the lychee region with many unique and attractive programs to attract visitors to Luc Ngan.

Despite some achievements, the progress of investment and construction of centralized waste treatment plants is still slow; waste classification at source is still limited. The situation of complaints from people in some localities is still complicated. According to comrade Nguyen Van Bang, Chairman of Lang Giang District People's Committee, the district recently had to receive many citizens complaining about the collection of electricity prices from the market investor. The current collection of electricity prices is not satisfactory.

Discussing at the conference, some delegates proposed that the province should soon provide guidance on the handover arrangement regarding time, types of assets, and ensure consistency; and guide the handling of excess mineral land after construction of traffic works. Comrade Pham Cong Toan, Acting Chairman of the People's Committee of Chu town, requested the province to direct the early implementation of investment and start the project to renovate and upgrade provincial road 289, section Km 22+500 - Km 26+743 (to Khuon Than); soon deploy the preparation work for investment in the project to build the road connecting provincial road 295 with provincial road 290 (section Quy Son - Hong Giang); speed up the procedures for reviewing, appraising, and approving the change of land use purpose of the project of the Central Residential Area of My An commune; Allowing to adjust the investment policy for the Urban Area project in the West of Chu town... Based on the proposals of the localities, representatives of the leaders of relevant departments and branches answered and clarified the contents under their authority.

Concluding the conference, comrade Nguyen Viet Oanh assessed that the results achieved in May and the first 5 months of the year in the province were very encouraging. Many indicators exceeded high levels, and long-standing difficulties were resolved. To achieve this result, he commended the active participation of departments, branches, and localities, especially in site clearance work and high concentration on implementing key projects.

Regarding the implementation of tasks in the coming time, he requested localities to pay attention to reviewing tasks and assets, and handing them over according to regulations. The arrangement of commune-level administrative units must ensure good service to the people and businesses. At the same time, funds must be allocated to repair new offices and equip facilities to meet working conditions after the arrangement.

He emphasized that the process of arranging personnel at the commune level must also comply with regulations and principles, ensure democracy and transparency, and follow the correct order of arrangement, without allowing petitions or complaints. The arrangement of health and education units in localities is under the authority of the district.

At this time, localities also need to pay attention to land management. When clearing land, they need to be flexible, apply legal regulations, ensure people's rights, and do what is beneficial to the people.

The sectors should promptly advise on the auction of service land, promptly implement according to regulations; resolve petitions, complaints and denunciations; continue to pay attention to the field of environmental protection; focus on promoting lychee consumption, ensuring traffic safety during the lychee season. The education sector should prepare well for the 10th grade entrance exam and the national high school graduation exam. Continue to pay attention to weather conditions, forecasts, and have timely solutions to respond to bad situations. Strive to complete the program of eliminating temporary and dilapidated houses before June 30.

Regarding the people's complaint about electricity price collection at Bang market (Lang Giang), he requested the Department of Industry and Trade to coordinate to resolve it properly, and if there are signs of criminality, transfer it to the police for investigation.

In Son Dong district, it is necessary to immediately evacuate households in unsafe areas at high risk of being affected by flash floods and landslides.
